Job Description
NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
DOF’s Property Valuation and Tax Mapping is responsible for valuing more than one million properties in the city and overseeing assessments and valuations in a fair and equitable manner. The valuations enable the efficient and effective collection of property tax revenues for New York City.
The Property Valuation & Mapping Unit is seeking a GIS Lead Specialist to provide imagery and GIS processing, automation, and Geodatabase creation as the City of New York recently contracted for new Geospatial data sets such as aerial and street-level LiDAR data, and provide research and analytical support for executive initiatives operationalizing new workflow techniques by providing tools to assessors and field valuation that leverage technology through statistical summaries, designing summary data analyses reports based on extremely large datasets, property valuation, modeling, spatial analyses and map driven data pulls.
Responsibilities include, but are not limited to, the following:
-Supervise one (1) GIS Developer.
-On an ad-hoc basis, train the new hires on the use of 3D multipatch layers for various building elements in the Condo Digitization project on the Property Information Portal (PIP).
-Automate current manual tasks by programming machine learning techniques to identify geospatial errors on Department of Finance's Digital Tax Map on the Property Information Portal (PIP).
-Assist in the development of GIS projects such as the development of dashboards for the Property Information Portal.
-Assist assessor staff in resolving taxpayer disputes that involve square footage calculations from architect drawings.
-Create dashboards and maps for assessor and public use.

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
-Experience with 3D modeling and data integration, including the conversion of BIM/CAD data to 3D GIS models and the creation of city-scale models from remote sensing data. -Experience using at least one programming language (e.g., Python, R, SQL, Java, JavaScript) to automate geoprocessing tasks. -Experience developing and deploying machine learning and deep learning models for applications such as image processing and object extraction/detection. -Experience with Esri's GIS platform, including desktop software (ArcGIS Desktop and ArcPro), ArcGIS Enterprise, and ArcGIS Online. -Experience working with LiDAR and 3D data, spatial statistics, geoprocessing, and workflow automation. -A proven track record of developing production-grade GIS solutions. -Strong analytical and problem-solving skills, with the ability to troubleshoot complex GIS data integration and workflow automation challenges.
