Job Description
NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
Property Valuation and Tax Mapping (PVM) is responsible for valuing more than one million properties in the city and overseeing assessments and valuations in a fair and equitable manner. The valuations enable the efficient and effective collection of property tax revenues for New York City.
PVM seeks a Geographical Information System (GIS) Developer with a strong background in geospatial concepts and technologies.
Duties and responsibilities include but are not limited to:
-Assist in converting architectural floor plans (PDFs) into GIS-ready formats for 3D mapping and web visualization.
-Assist in developing tools and workflows to extract 3D spatial data and metadata from BIM/CAD sources (e.g., Revit, IFC, DWG) for creating georeferenced 3D buildings models compatible with 3D GIS platforms like ArcGIS online.
-Use automated systems: ArcGIS, Python, SQL to assess, integrate, manipulate, exploit, extract and support research and analysis of LiDAR, imagery, and other geospatial data sources.
-Quality assurance on model deliverables to meet industry standards and ensure consistent quality.
-Collaborate closely with staff to deliver GIS data and solutions.
-Assist in the development of new applications, workflows, data standards, and solutions for internal and external stakeholders.
-Assist in developing and maintaining data standards, procedures, and custom applications.
-Support ad hoc geospatial analysis and mapping request.
-Assist in report writing, preparing and conducting presentations.

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
-Solid understanding and experience with Autodesk Software – REVIT, AutoCAD, SketchUp. -Solid understanding and experience with ArcGIS Online, ArcGIS Pro, and related ESRI 3D tools. -Proficiency in scripting for geoprocessing and automation (Python, ArcPy, scripting for data pipelines) -Experience working with LiDAR and/or aerial imagery for geospatial analysis. -Working knowledge of spatial databases and/or SQL. -Proficiency in ESRI ArcGIS software (Desktop, Server, Online), SQL Server, and Python scripting. -Understanding of BIM-to-GIS workflows, especially for urban infrastructure or city-scale projects. -Working knowledge of additional 3D modeling tools (e.g., Blender, Rhino). -Applied experience with statistical or computational spatial analysis. -Experience with LiDAR or imagery processing for 3D context. -Strong written and verbal communication skills.
