The GIS Engineering team at OTI builds various spatial data solutions and products, enabling the analysis and use of Citywide spatial assets. The GIS Data Engineer will be part of an exciting opportunity to help New York City collect spatial data to facilitate the use of GIS data in various applications and allow the 3D mapping of critical underground assets. Data for the 3D program will include data from utilities, NYC agencies, universities, and industry partners specializing in Ground Penetrating Radars and other subsurface mapping technologies. The collection and mapping of this data will help NYC better understand its critical subsurface infrastructure and improve the safety of workers in the field and city residents. Join us as part of a program to help move NYC’s GIS capabilities forward and revolutionize how underground infrastructure data is used and visualized.
Responsibilities will include:
- Work with various City departments, private utilities, universities, and private companies to bring data critical to citywide spatial programs.
- Lead, implement, and support efficient and successful data engineering solutions.
- Build a framework of repeatable solutions and playbooks, enabling efficient and predictable data pipelines.
- Work in a team-centric atmosphere to help move the team and the City forward, not just yourself.
- Interface with technical and business teams, everyone from a developer to a senior City Hall liaison.
- Handle special projects and initiatives assigned.
HOURS/SHIFT
Day - Due to the necessary technical duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or nights/evenings.

A baccalaureate degree from an accredited college including or supplemented by 24 credits in the field of voice and/or data telecommunications or in a pertinent scientific, technical, electronic or related area, and four years of satisfactory fulltime experience in the performance of analytical, planning, operational, technical, or administrative duties in a voice and/or data telecommunications or closely related electronics planning, management, and/or service organization, one year of which must have been in a highly specialized capacity and 18 months must have been in an executive, managerial, or administrative capacity or in the supervision of staff performing work in the voice and/or data telecommunications field; or
2. An associate degree from an accredited college including or supplemented by 12 credits in the field of voice and/or data telecommunications or in a pertinent, scientific, technical, electronic or related area and five years of experience as described in "1" above; or
3. Education and/or experience equivalent to "1" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and one year of the specialized experience as described in "1" above and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.

The successful candidate should possess the following: - 3+ years in Data Engineering or GIS - Extensive experience developing production-grade data solutions. - Experience performing conceptual, logical, and physical data modeling using data modeling tools in complex, large-scale environments. - Strong SQL fluency - Experience working with Amazon Web Services or Microsoft Azure cloud computing platforms and services. - Familiarity with data integration tools like FME, Informatica, and SSIS, or writing code to deploy data engineering pipelines. - Experience with cloud, geodatabases, and traditional databases - Experience with geodatabase design and modeling - Experience using or integrating with GIS platforms such as ESRI, Carto, or GeoServer - Experience with ESRI GIS technology and desktop software (ArcGIS Desktop and ArcPro), ArcGIS Enterprise, and ArcGIS Online - Experience with CAD and BIM software in Utilities applications - Experience with FME or similar tools to process spatial data. - Hands-on experience using at least one programming language such as Python, Java, JavaScript, C++, C#, C, SQL, etc. - Hands-on experience with Azure or AWS - Hands-on experience deploying CI/CD pipelines. - Experience working with data orchestration tools such as Airflow, Prefect, and Dagster - Experience working with data lakes.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
