Cleaning Operations is responsible for providing services to maintain the cleanliness of New York City for the benefit of its residents, businesses and the millions of tourists that visit each year. The Geospatial Data Scientist will play a critical role in daily geospatial data operation and policy and program analysis to assist the Department in achieving this goal. The primary responsibilities of this position are:
- Maintain and archive Cleaning Operations geospatial data
- Make data or analytics products widely available and accessible through a combination of user-friendly web applications and database technologies such as ArcGIS web applications
- Update Cleaning Operations litter basket maps on ArcGIS DSNY portal, from field reports. Scrutinize for accuracy and ensuring the timely submission of field reports
- Query backend databases (SQL Server, Oracle, MongoDB) to summarize data for various initiatives and reports
- Track and prepare analysis of new initiatives by DSNY and other City agencies (DOT, DEP, DHS, DHMH, etc.) and the resulting impact on Citywide Cleaning and associated statistical data – Scorecard, Executive correspondence, 311 complaints
- Perform critical analyses used to optimize resources and improve performance metrics such as the City’s Scorecard rating
- Work in collaboration with internal and external groups to align data collection and maintenance with Department goals and standards
- Work with DSNY Operations Management Division teams for mapping and dataset building projects
- Assist Chiefs with preparation for inter-agency meetings; interact with other city agencies to garner solutions to cleaning issues
- Develop automated regular reporting workflows
- Prepare PowerPoint presentations for use in internal/external meetings and reports
- Respond to ad-hoc reporting requests when needed
The ideal candidate is interested in improving the efficacy of everyday government services and has the creativity, curiosity, and work ethic necessary to take advantage of the latitude and independence afforded the position.
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
The ideal candidate will have experience in the following: - Strong technical experience with the full Esri desktop suite (ArcMap, ArcCatalog, ArcGIS Pro) - Experience with using Python to handle geospatial data, either with ESRI or open source libraries (e.g. geopandas, shapely) - Demonstrated expertise in using ArcGIS Online for open data, building web mapping applications, and mobile data collection - Proficiency in open-source platforms (Carto, PostgreSQL, QGIS, PostGIS, GeoServer, etc.) - Experience making RESTful API requests - Experience using Python packages to build reports (xlsxwriter, python-pptx, openpyxl, pandas, numpy, etc.)
