NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

Property Valuation and Tax Mapping is responsible for valuing more than one million properties in the city and overseeing assessments and valuations in a fair and equitable manner. The valuations enable the efficient and effective collection of property tax revenues for New York City.

The Property Valuation & Mapping Unit in the Department of Finances is seeking a Geospatial & Assessment Data Analyst to provide imagery and GIS processing, automation, and Geodatabase creation as the City of New York recently contracted for new Geospatial data sets such as aerial and street-level LiDAR data, and provide research and analytical support for executive initiatives operationalizing new workflow techniques by providing tools to assessors and field valuation that leverage technology through statistical summaries, designing summary data analyses reports based on extremely large datasets, property valuation, modeling, spatial analyses and map driven data pulls.

The selected candidate will extract or analyze buildings and related features from LiDAR and other Geospatial data for the purpose of detecting change and automate the processes to produce lists for inspection and review. The goal is to use LiDAR technology, combined with other Geospatial data, to assist in resolving workload issues by providing data driven intelligence. Additionally, the selected candidates will assist in implementing multiple projects including research in valuation analyses, designing and programming data analyses reports and statistical summaries for analytical inquiries on valuation and property tax, implementing quality control measures and assist with econometric modeling using SAS/SQL or another programming language.

Responsibilities include, but are not limited to the following:

- LiDAR feature extraction as identified from images and associated data.
- Using ArcGIS to assess, integrate, manipulate, exploit, extract and analyze digital imagery and Geospatial data.
- Conduct extensive research and analyses of property related data, including, but not limited to, sales, cost, market trends, economic conditions and other factors impacting value using statistical analyses and econometric modeling techniques.
- Use SAS/SQL or another programming language to perform summary data reporting using large datasets and critically analyze statistical findings.
- Provide maintenance, review, and quality control of geospatial data.
- Ability to communicate effectively in writing, and oral presentations; complete task in a timely manner with minimal supervision; and the ability to work cooperatively and effectively as a team member.


Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

- A minimum of 2 years of experience and a Masters in geography/GIS, remote sensing, or similar engineering/science field. - Demonstrated experience in image processing and scientific analysis of LIDAR imagery. - Knowledge of remote sensing and Photogrammetry. - Experience using ARCGIS or other geographic information systems software. - Experience with statistical/econometric data modeling techniques and regression analyses. - Strong research skills. - Knowledge of commercial imagery data, products, processes, and sensors - Experience with 3D GIS. - Proficiency using image processing software and knowledge of programming languages such as R and Python to facilitate automation of geoprocessing workflows. - Familiarity with commercial data sources and integration into ArcGIS. - Database and SQL experience. - Some prior knowledge or experience of the urban or built environments. - Experience working with cloud computing or AWS based “stacks”. - Machine learning experience.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
