The Department of Homeless Services (DHS) is comprised of 2,000 employees and with an annual operating budget of over $1 billion is one of the largest organizations of its kind committed to preventing and addressing homelessness in New York City. Collaborating with other public agencies and not-for-profit partners, DHS works to prevent homelessness before it occurs, reduce street homelessness, and assist New Yorkers to transition from shelter into appropriate permanent housing. DHS is responsible for management of over 200 facilities, which mainly are individual and family shelters used as overnight residences for over 38,000 adults and children. DHS’s portfolio covers approximately 4M square feet.

The goals of the Health Services Office at the Department of Social Services (DSS), are to improve the health and well-being of New Yorkers experiencing homelessness, reduce morbidity and mortality, thereby increasing their chances of succeeding in permanent housing and independent living, improving access to care and health outcomes for low-income and vulnerable populations. The Office brings public health and evidence-based interventions to DSS in the areas of health, mental health, substance use and nutrition and our staff work with other divisions at DSS and with shelter and clinical providers on linkage to health services, coordination with hospitals and other health care providers, implement interventions, conduct programmatic research and evaluation and provide medical consultation.

DHS provides temporary emergency shelter to families with children in facilities throughout New York City. DHS is developing a new program to ensure families with children with mental health concerns are provided with appropriate care and services in shelter, via telehealth or by referral.

The Department of Homeless Services is recruiting one (1) Mental Health Monitoring and Evaluation Managers under the supervision of the Assistant Director, will work with the DSS Health Services Office, DSS IT, and the FWC Program Leadership to:

- Conduct formative biologic and social science research to inform the overall program design and evaluation methods by conducting literature reviews, subject matter expert interviews, surveys, and focus groups to understand intervention needs and applicable intervention models.

- Implement data management systems to collect data on service delivery, conduct data management and analysis, and utilize data to support program monitoring, reporting and evaluation using biostatistics and valid scientific methods

- Develop and conduct program evaluations and research studies to assess program efficacy and impact on long term health utilization and outcomes; contribute to advances in the field of homeless health care

- Assist other staff in the coordination research projects, by providing guidance to enhance achievement of scientific objectives.

- Assist in the preparation of research papers and reports, by applying social scientific research methods using statistical applications to generate graphs and tables to interpret and summarize research findings and recommendations.

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.

- Knowledge of health care service delivery data management and quantitative analysis methods, including familiarity with data cleaning, and standardization, correlation, descriptive statistics, and regression models. - Experience in applied and public health research and use of data for program implementation, management, and monitoring - Experience in project management and high-level organizational skills - Ability to read, interpret, and synthesize epidemiologic and other scientific literature - Experience in program monitoring and evaluation - Supervisory skills - Superior skills and experience in written and oral communication - Proficiency in Microsoft Office suite, database management and statistical analysis software experience with SQL is preferred
