Job Description

New York City Department of Transportation’s (NYC DOT) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working and doing business in New York City. NYC’s economic strength, vibrancy, and livability as a world-class city relies on the complex logistics and supply chains that support residents and businesses. Freight activity is an integral part of the lives of all New Yorkers providing the goods needed to support over 8.5 million residents, over 4 million jobs, and 62 million tourists each year. Today close to 90% of the City’s goods are moved into and around the city by truck the result of the shift from rail and water networks to highways in the second half of the twentieth century. Now, our dependency on trucks to meet an increasing demand for goods exacerbates traffic congestion, pollutes our air, stresses our aging infrastructure, and harms the quality of life in our residential neighborhoods.

To help address urban freight challenges, the Freight Mobility unit seeks a dedicated, dynamic, and experienced Senior Operations Manager. The successful candidate will report to the unit director, with wide latitude for independent judgment while supporting Freight Mobility Deputy Directors. The role is instrumental in overseeing key initiatives, including the recently awarded Urban Freight Collaborative USDOT-funded RAISE grant and the management of NYC DOT’s Freight Advisory Committee. The Senior Operations Manager will also be responsible for content development for the Freight Mobility newsletter, and support cross-functional projects across the unit. This role offers a unique opportunity to work closely with stakeholders, agencies, community stakeholders, and industry partners to drive improvements in New York City's freight infrastructure and policy landscape. Key responsibilities include: (1) Actively manage timelines, budgets, and milestones for the grant-funded initiatives coordinating with partners to ensure compliance, reporting, and successful project outcomes; (2) Lead Urban Freight Collaborative initiatives, including planning studies, data collection, and stakeholder engagement; (3) Plan and organize quarterly Freight Advisory Committee meetings, setting strategic agendas, preparing materials, tracking actions, and providing updates to committee members; (4) Collaborate with industry, community groups, and agencies to advance sustainable urban freight solutions; (5) Develop content and publish Freight Mobility newsletter, sharing unit updates, policy changes, and freight trends, while ensuring alignment with DOT communications and city messaging. (6) Foster a collaborative team environment by supporting team document management protocols, team building efforts, providing mentorship, and encouraging a cohesive, goal-oriented approach across the Freight Mobility Unit; (7) Support cross-functional unit projects, contributing to data analysis, policy development, and program evaluation to meet Freight Mobility goals.

The Freight Mobility Unit is housed within the Regional and Strategic (R&SP) subdivision within the Transportation Planning & Management (TPM) Division. R&SP is a multi-disciplinary team that works with City, State, and regional agencies to address issues facing goods and people movement, providing policy, practice, and infrastructure solutions. TPM’s core functions include operational responsibilities for street infrastructure that regulates traffic flow, parking and commercial deliveries and ensure the safety of motor vehicle occupants, pedestrians, and bike riders, and for developing and implementing a wide range of projects that further safety, efficiency, and sustainability goals.

Preferred Skills
The ideal candidate should have excellent communication (oral and verbal) skills, have strong project management and stakeholder engagement skills, particularly in multi-stakeholder settings, with experience in grant administration and strategic planning. A background in urban freight, logistics, or transportation systems, along with a deep understanding of sustainable transportation practices, is highly preferred. Proficiency in data analysis, including transportation planning tools and visualization software, will support data-driven research and decision-making. Preference also given to candidates with familiarity using Adobe Suite and Microsoft Office.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.

Residency Requirement

New York City residency is generally required within 90 days of appointment.
