As a small agency with a big mission, every staff member at DCWP plays a critical role in ensuring success. The General Counsel Division at DCWP seeks an experienced employee to serve as the agency’s Freedom of Information Law (FOIL) Officer / Principal Administrative Associate. Reporting to the Associate General Counsel, the FOIL Officer will be responsible for reviewing and answering FOIL requests received by DCWP. The ideal candidate is detail-oriented and diligent. Accuracy, efficiency and the ability to juggle multiple projects are key requirements of this position. The ideal candidate has high work standards and appreciates supervision that contributes to that result. Responsibilities include but are not limited to:
- Receiving and tracking all FOIL requests submitted to the agency;
- Gathering all necessary files and information to prepare responses to FOIL requests;
- Reviewing documents responsive to FOIL requests to identify possible exemptions and completing redactions, as necessary;
- Drafting acknowledgments, extensions, and responses to FOIL requests in the manner and time period provided by the Freedom of Information Law;
- Coordinating with other FOIL team members to ensure requests are handled efficiently;
- Working with units within the agency as necessary to facilitate production
- Creating tracking systems and protocols as needed to carefully track all requests and responses in an organized manner;
- Assisting with administrative support functions in the General Counsel Division as requested;
- Communicating with members of the public who submit FOIL requests or inquire about FOIL-related matters;
- Using Open Records Portal, Accela, AIMS, Business Automation, and other resources as needed to track requests, gather records, and respond to requests; and
- Maintaining well-organized and updated files and other written and electronic records.
1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
- Detail-oriented with experience in handling multiple priorities and working under pressure to meet deadlines. - Strong and demonstrated organizational skills. - Strong written and oral communication skills. - Self starter who can work with minimal supervision but who appreciates review and oversight. - High proficiency in Microsoft Word, Excel, Outlook and PowerPoint and Adobe Acrobat programs. - Knowledge of Open Records Portal, Accela, AIMS and Business Automation a plus. - Ability to rapidly and efficiently perform routine administrative duties, including copying, scanning, mailing, and faxing. - Ability to read and understand rules and regulations. - Respectful and professional demeanor in diverse contexts and experience interacting with the public.
