The Franchise Inspector will join the team that is overseeing the deployment of Public Communications Structures that provide the public with free Wi-Fi, device charging, nationwide phone calls, 911 access, and access to curated internet sites via a touch screen tablet. The Franchise Inspector will be responsible for conducting field work to ensure that various telecommunications structures on City streets, including, but not limited to, Public Communications Structures, mobile telecommunications installations on light poles and sidewalk cable structures are clean and in good working order and that sites proposed for these structures comply with all applicable regulations.
Responsibilities will include:
- Conduct site investigations of public communications structures and other Franchise assets throughout the City in all weather conditions;
- Inspect sites proposed for new structures to evaluate compliance with applicable requirements;
- Use maps, plans, and geographic information systems to verify location information;
- Photograph site conditions using a camera or smartphone;
- Record results of inspections on a paper and in electronic form;
- Issue notifications and conduct follow-up inspections within the required time frames;
- Issue summonses for structures that do not comply with standards and attending administrative hearings as necessary;
- Operate a motor vehicle;
- Perform special projects as assigned.
HOURS/SHIFT
Day - Due to the necessary duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or nights/evenings.

OTI participates in E-Verify
1. A four-year high school diploma or its educational equivalent and four years of full-time, satisfactory experience conducting investigations or inspections for a consumer or worker protection agency; or
2. A baccalaureate degree from an accredited college; or
3. A satisfactory combination of education and/or experience, which is equivalent to "1" above. College education may be substituted for the required experience on the basis of 30 semester credits for each year of required experience. However, all candidates must have a four-year high school diploma or its educational equivalent.
License Requirement:
Possession of a Motor Vehicle Driver License valid in the State of New York at the time of appointment. This license must be maintained for the duration of employment.
The successful candidate should possess the following: - A valid Driver’s License required - Ability and willingness to work outdoors full time throughout the year in all weather conditions - Ability to navigate efficiently to sites throughout New York City - Ability to read site plans, take field measurements, and record them on electronic forms - Ability to work independently and productively with minimal on-site supervision - Interest in technology and proficiency in utilizing smart phones, laptops, tablets, Wi-Fi, etc.
