The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Coastal Resilience (BCR) was created in October 2023, fulfilling a major initiative in Mayor Adam’s PlaNYC strategy aimed at addressing the risks of current and future coastal flooding in New York City.

The Bureau of Coastal Resilience’s vision is for a vibrant, healthy and safe coastal environment that allows people and businesses to thrive in the face of a changing climate – and specifically to, sea level rise, high tide events and storm surge. This requires a holistic, forward thinking, inclusive and equitable response to the risks of coastal flooding and an integrated approach to watershed management.

BCR will develop and implement strategic planning initiatives and will be responsible for the operations and maintenance of coastal infrastructure assets along NYC’s 520 miles of shoreline. BCR is committed to a coordinated approach to planning and response across NYC agencies, while working closely with community and partners.

The Project Manager, Flood Risk (“PM”) will be a key member of the BCR team and will advance the “Future and Real Time Impact Assessments” program, a critical city initiative to advance the flood forecasting and warning capabilities for coastal and stormwater resilience. This position is a 3-year contract position, funded through a Federal Department of Housing and Urban Development, Community Development Block Grant. The PM will have an advanced understanding of the assessments and risks associated with pluvial, fluvial, tidal and storm surge hazards, including interpretations of floodline mapping, and communicating risks to diverse audiences. As the outputs from this program will inform emergency management decisions, an understanding of basic emergency management is an asset.

The successful candidate will be a self-motivated individual with advanced communication skills and will be able to translate complex technical information into general language for varied audiences. They will possess strong project management skills and will be a critical thinker who is able to see the big picture and create planning scenarios that enable decision making in the face of an uncertain future due to climate change. The PM will work closely with other city agencies to develop a program roadmap, including NYCEM and other bureaus within DEP.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

The PM, Flood Risk will possess the following skills: - Understanding of rainfall, hurricane and extratropical storms at a high level - Strong technical acumen in the field of hydraulics, hydrology and coastal dynamics - Experience with FEMA flood insurance rate maps (FIRM), including the accreditation process, and understanding of how FEMA computes base flood elevations (BFE) and its limitations - Overall knowledge of numerical modeling approaches for coastal engineering and coastal processes driving flooding (e.g., storm surge, tides, rainfall-runoff) - Knowledge of hydrodynamic modeling (e.g., ADCIRC, TELEMAC, MIKE21 & MIKE31, ADH, DelftFM) - Knowledge of Hydraulic and Hydrologic (H&H) models (e.g., HEC-RAS, SWMM, InfoWorks ICM) - Understanding of Emergency Management principles in a complex urban environment - Strong organization and project management skills in order to manage multiple tasks and complex systems. - Perform complex work involving data management software, economic analysis, data analytics and reporting. - Ability to establish and maintain effective working relationships with other NYC agencies and other bureaus within DEP. - Strong written and verbal communication skills with the ability to translate complex information to a variety of audiences (public speaking is an asset) - Responsive, service driven attitude is an important asset for this position. - Ability to strategize and create data analytics that integrate climate science data into future-forward planning initiatives for coastal resilience.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
