Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

PROGRAM AND JOB DESCRIPTION:

The Bureau of Communicable Disease tracks over 73 infectious diseases an investigates outbreaks in New York City. The Bureau is looking for a qualified Associate Staff Analyst to serve as the Fiscal Team Lead in the Administration Unit within BCD.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Under the direction of the Director of Administration, the selected candidate will: Assist the PMO in overseeing all financial, procurement and contractual activities of the Bureau; Manage the Bureau's Grant and City Tax Levy funding.
Liaise with Grantors, other DOHMH programs and the Agency's Finance Office in budget modifications and spend downs; Assist in tracking the Bureau's procurement activities, contract executions, vendor payments, accruals and spend downs.
Assist in overseeing, reviewing and submitting the Bureau's grant applications/renewals including grant writing and preparing budgets; Monitor and track, budget grant and contracting activities for the bureau; Analyze budget, grant and contracting documents to ensure compliance with regulations and guidelines.
Assist program staff in developing requests for proposals (RFP's), scope of services and budgets for various contracts and grants. Liaise with ACCO, Finance, fiscal administrators and legal staff in executing contracts, budgets, vendor payments and/or personnel related fiscal issues.
Represent the Bureau in meetings with various providers and vendors; Assist the Director in budget analysis and preparation of grant, CTL New Needs applications, procurement actions, as well as Federal Financial Reporting utilizing agency and/or federal automated systems.
Assist in developing various financial reports, tracking spreadsheets and administrative reports and budget modifications; Assist in responding to various financial reports.

Minimum Qualifications

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.


Preferred Skills

Experience in New York City's contracting process and systems. Strong Knowledge of the City's procurement policy and federal grant rules and regulations. Ability to develop Requests for Proposals (RFP's) and scope of services. Ability to develop grant budgets and budget-related narratives. Experience in finance, contract administration and grant management. Excellent writing and communication skills. Must be proficient in Microsoft Excel, Word and Visio.
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
