The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.
Under general supervision, the Fiscal Operations Analyst will support the Finance and Budget Division by developing, maintaining, and analyzing data systems that support financial operations, workforce tracking, and management reporting. The position is responsible for integrating data from multiple finance and budget units, automating financial processes through database and application development, and producing dashboards and reports to support executive decision-making. The selected candidate will work closely with Programs, Finance, Budget, and operational staff to ensure accurate data collection, reporting, and system functionality across the agency. The duties and responsibilities of this position include, but are not limited to, the following:
- Design, develop, and maintain relational databases that consolidate financial and operational data from multiple Finance and Budget units.
- Write and optimize SQL queries to extract, validate, and analyze data from various source systems.
- Develop and maintain applications using Microsoft PowerApps and related Microsoft tools to automate financial and operational processes.
- Analyze agency financial data, including OTPS budgets, PS budgets, banking operations, and payment activity, to support reporting and oversight.
- Maintain and analyze workforce and headcount data, including employee names, titles, ranks, assignments, and movement history.
- Create, publish, and maintain dashboards and reports using Tableau and/or Power BI to provide at-a-glance views of agency performance.
- Produce recurring and ad hoc reports for executive leadership, management, and operational units.
- Ensure data accuracy, consistency, and compliance with agency and City data standards.
- Document system requirements, data definitions, processes, and reporting methodologies.
- Collaborate with IT staff and business users to troubleshoot issues and improve system functionality.
- Perform related duties as assigned.
Minimum Qualifications
For Assignment Level I (only physical, biological and environmental sciences and public health)
A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
Preferred Skills and Experience
- Experience working with relational databases and data modeling.
- Strong proficiency in SQL.
- Experience developing dashboards and reports using Tableau and/or Power BI.
- Experience developing applications using Microsoft PowerApps.
- Experience working with financial, budget, payroll, or banking data.
- Knowledge of FMS/2 & FMS/3, PassPort a plus.
- Strong analytical, organizational, and communication skills.
- Ability to work independently and manage multiple priorities.

Appointments to this position are subject to a minimum probationary period of one year.
