The NYC Department of Transportation, Office of Safety Education (SEO) is seeking a detail-oriented professional to serve as a Fiscal Officer who will be responsible for the procurement of goods and services to support our citywide traffic safety education and outreach programs that are conducted in schools, senior centers, health centers and other locations throughout the five boroughs. The Fiscal Officer will report directly to SEO Director of Budget and Personnel and will be responsible for: preparing procurement documents using agency and citywide systems (FMS, DMSS/OCP, and PassPort); communicating with vendors to request required documents and reviewing submitted documents for completion and compliance with procurement rules and regulations; preparing requisitions, specifications, bid sheets, justifications, contract encumbrances, and task order registrations; ensuring all invoices received are accurate and paid in a timely manner; inspecting deliveries and preparing receiving reports; liaising with internal divisions to coordinate budget modifications, accruals, and rollovers; preparing and arranging conference travel packages and reimbursements; tracking OTPS budget and expenses; maintaining files and spreadsheets on yearly procurements; researching suppliers; assisting with the preparation of project budgets and grant claims; creating ad-hoc reports as needed; and assisting the Director of Budget, A/C of SEO and SEO Chief of Staff on special projects as requested.
IN ORDER TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE, OR MUST HAVE FILED PASSED AND BE REACHABLE ON THE UPCOMING PROCUREMENT ANALYST LIST, OR BE ELIGIBLE UNDER THE 55A PROGRAM.
1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
Experience in City government procurement and proficiency with FMS, DMSS/OCP, City requirement contracts, and PassPort, and familiarity with PPB rules, or a willingness to learn procurement procedures, rules and programs is preferred.
