The NYC Department of Probation (DOP) is a world leader in working creatively and effectively engaging with people under court-mandated community supervision. Under the executive direction working closely with the Commissioner, with the widest latitude for initiative, judgment and action, the First Deputy Commissioner (FDC) will oversee core functions of the agency that will advance the agency priorities by providing strategic guidance and high-level support. S/he will serve as the lead advisor to the DOP Commissioner on all matters related to the department and provide oversight to ensure that the agency meets its obligation to provide appropriate service delivery, appropriate compliance to state and federal regulations, adequate and accurate external affairs and press, as well as partnerships with other City agencies and the agency’s oversight partners and advocates. Responsibilities include, but are not limited to:

- Direct Executive staff to properly attend to the overall administration of the agency, including but not limited to budgetary issues, legislative affairs, public and intergovernmental matters, strategic initiatives, contracts management, information technology and EEO issues.

- Ensure that the divisions and program areas comply with the mandates of the Agency, rules and regulations of law, and court rulings affecting the provision of services.

- Plan, develop, and formulate policies and procedures affecting and streamlining DOP programs and processes, and provide the Commissioner with information and recommendations for programmatic and policy decisions.

- Assume executive responsibility for Agency functions, programs, projects, and initiatives in the absence of the DOP Commissioner.

- Serve as primary liaison for the agency oversight partners and advocates and represents the agency in external meetings.

- Routinely represent the Commissioner in public hearings, at community meetings and events, and in meetings with advocates, elected officials, and community leaders.


Minimum Qualifications

A baccalaureate degree from an accredited college and four years of full-time experience in probation services, social work, criminal justice, investigations or a related field, at least 18 months of which must have been in an administrative, managerial, executive or supervisory capacity; or
Education and/or experience equivalent to “1” above. A graduate degree from an accredited institution in social work, sociology, psychology, criminal justice or a related field may be substituted for general experience on a year for year basis for up to a maximum of two years. However, all candidates must have the 18 months of experience in an administrative, managerial, executive or supervisory capacity.


Preferred Skills

- Ability to analyze and recommend policies and procedures with strategic foresight. - Ability to propose innovative approaches to complex problems. - Ability to inspire and motivate adult probation staff to embrace and implement new approaches or goals as determined collaboratively with the Commissioner. - Comprehensive knowledge of New York City and State Court Systems, probation/social service case work principles and regulations, trends and developments in the probation field and best practices in the area of motivating persons under supervision to lead law abiding lives. - Proven ability to present the agency’s position in meetings with high level officials and other government and private entities.
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
