The Mayor’s Office of Minority and Women-owned Business Enterprises (OMWBE) was created to address income inequality across the city and address the disparity in NYC Contracts awarded to certain ethnic and gender groups and the City’s overall representation in NYC Contracting. OMWBE is responsible for oversight, policy, interagency coordination and accountability for the City of New York’s Minority and Women-owned Business Enterprises (MWBE). Its services as the one-stop shop for MWBEs interested in doing business with the City of New York and its respective Agencies.

The office in conjunction with other NYC Agencies is responsible for the recruitment, growth, development, and integration of NYC certified MWBEs into specific procurement opportunities.

Reporting directly to the Chief Business Diversity Officer (CBDO), the First Deputy Chief Business Diversity Officer is a key advisor and instrumental part of the senior leadership team. In addition to providing guidance to staff, the First Deputy CBDO, helps to define the strategic vision for the Office and provides a leading voice on the policy and programmatic direction of the office. The First Deputy CBDO also plays a critical support role in the office, ensuring that day-to-day operations is coordinated and running smoothly.

- Assist the CBDO in the recruitment, certification assistance, growth, development, and integration of potential MWBEs into specific procurement opportunities.
- Serve as the Mayor’s Office of MWBE’s liaison to reporting agencies, including assisting with the implementation of the Administration’s policies.
- Supervise, manage, and direct staff, holding regular staff meetings, and managing all hiring and personnel matters for the Office.
- Assist the CBDO with oversight of structural or organizational issues facing agencies within his/her portfolio, as well as advising on key hiring or appointments within those agencies.
- Function as a project manager on strategic initiatives within the CBDO’s portfolio.
- Coordinate internal communications to ensure the CBDO is briefed and prepared for all meetings and events, while also collaborating with staff to confirm objectives.
- Strategize and coordinate with senior leadership on policy issues, programs, and communication plans.
- Perform qualitative and quantitative assessments of policy proposals and strategic planning and make recommendations to the First Deputy Mayor, CBDO, and other senior officials.
- In coordination with appropriate City agencies, private and other governmental entities, will oversee policy projects during the planning and approval phase to ensure appropriate goals and timelines are met.
- Serve as a liaison with communities, community advocates, elected officials, and civic organizations to communicate on behalf of the CBDO.
- Communications responsibilities will also include collaboration with the Deputy Director, External Affairs in identifying, organizing, and coordinating press announcements, press releases, events, and media strategies, and speaking requests.
- Coordinate will all agencies, boards, commissions, organizations, and institutions relevant to the work of the office-coordinate communications and outreach strategies and ensure positive and efficient relationships between all stakeholders.
- Assists the CBDO in monitoring and evaluating the efficiency and effectiveness of the City of New York’s MWBE programming and results; assess all activities, policies, and process to determine compliance risks; identify opportunities for improvement and direct the implementation of change.
- In conjunction with the CBDO, SBS and MOCS, create and implement outreach strategies in the recruitment of additional Minority, and Women-Owned Businesses for both “Prime” and “Subcontract/Subconsultant” opportunities.
- In conjunction with the CBDO creates innovative programs which increases procurement opportunities for certified MWBEs.
- Serves as principal back-up in the absence of the Chief Business Diversity Officer.
- Other duties as assigned by executive management.


Minimum Qualifications

1. Graduation from an accredited college with a baccalaureate degree; or
2. Graduation from an accredited community college plus two years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities; or
3. A four-year high school diploma or its educational equivalent plus four years of experience as described in “2” above; or
4. A satisfactory equivalent combination of education and experience.


Preferred Skills

- Must have prior supervisory/leadership experience. - Proven experience in the review, assessment and qualifying of business financials and operations to determine operational effectiveness, profitability, and strategic growth. - Proven understanding and experience in the sourcing and procurement process, including the creation of an RFP, bid solicitation, and analysis, contract management, contract negotiation and managing project deadlines. - Independent thinking skills are essential along with assessing small business development issues with the goal of developing strategic solutions. Excellent oral and written communication abilities are required along with proficiency in Microsoft Word and Excel. Individual should be a self-starter, ab le to work under pressure and be extremely detailed oriented. - Experience in public policy analysis, program implementation and project management. - Proven capacity in project management skills, including organizing and strategic planning. - Strong quantitative and critical thinking skills. - Proficiency in PPT, Excel and Access. - Ability to take initiative, prioritize duties, problem solve, work independently and within a team environment, pay close attention to detail, meet deadlines, work well under pressure. - Ability to maintain an enthusiastic work ethic and a positive and helpful attitude and an ability to think outside the box. - Excellent written and oral communication skills. - Ability to interface with all supervisory and frontline staff, including senior management and other respective stakeholders both in an outside government. - Interest in New York City, procurement, policy and/or operations, a plus.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
