The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.

The New York City Department of Youth and Community Development (DYCD) supports youth and community services through contracts with a broad network of community-based organizations throughout New York City. Our central task is administering available city, state, and federal funds to a wide range of innovative, practical, and quality programs that positively impact youth and communities.

DYCD is seeking to hire a Budget Analyst in the Financial Management Division. Under the supervision of the Deputy Director, the Analyst should possess excellent analytical, critical
thinking skills, be highly motivated and a results-oriented individual. To effectively support and manage their assigned portfolios, the analyst will perform duties that
include, but are not limited to:

1. Conduct research and analytics on budget and program details related to their assigned portfolios
and the financial management unit overall.

2. Assists in the coordination of research efforts within the unit to improve efficiencies and streamline
processes.

3. Serve as the units’ subject matter expert for internal and external financial systems and agency-wide
initiatives. Will be responsible for researching, documenting, and understanding each system’s
individual functionality and initiative’s goal, as well as how they are inter-related and coordinating
implementation within the unit.

4. Prepare and maintain the portfolio’s spending plan. This includes preparation for all budget
modifications and Financial Plan changes as well as the preparation of expenditure Reports.

5. Provide programmatic staff with oversight and technical assistance with funding and budgeting.

6. Review and track programmatic and administrative spending; maintain tracking and reconciliation of
direct service contracts status and budget. This requires coordinating with DYCD’s IT, Accounts
Payable and ACCO departments to review and secure contracts, task orders etc. Also act as budget
support specialist within the department, liaison with the Office of Management and Budget, and
Comptroller’s Office.

7. Prepare and present analytical reports on the portfolio budgetary issues. This can include fielding
and/or responding to internal and external inquiries of related programs; briefing sheets for upper
management to present at City Council hearings and other high-level meetings with oversight
agencies. Review performance in these areas and develop, monitor and review cost reduction
programs.

8. Monitor the portfolio operations and estimate budget expenditures. Prepare and develop analyses to
contribute to the agency wide surplus needs analysis.

9. Analyze variances and discrepancies and report findings to upper-level management along with recommended changes


Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

- Preferred candidate will have a degree in finance, accounting or a related field. - Candidate should have related budget/financial experience, including a working knowledge of city budget. - Intermediate Proficiency in Excel is required (SUMIF, SUMIFS, IF, VLOOKUP, XLOOKUP, PIVOT TABLES etc.). - Experience reviewing and reconciling complex financial data from multiple sources will be required to succeed in this position. - Experience with NYC’s Financial Management System, PASSPort, and HHSA is preferred. - Strong analytical skills will also be considered a preferred asset.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
