ABOUT THE CAMPAIGN FINANCE BOARD

The Campaign Finance Board is a nonpartisan, independent city agency that empowers New Yorkers to have a greater impact on their elections. Our mission is to make local democracy more open, transparent, and equitable by removing barriers to participation.

We make it easier for New Yorkers to vote, meaningfully support candidates for city office, and run for office themselves. NYC Votes, our voter engagement initiative, meets people where they are to share trustworthy election information and help New Yorkers make a plan to vote. We publish the citywide Voter Guide, which delivers information about candidates directly to voters’ doors. Our public matching funds program ensures small contributions can make a big difference, allowing regular people to run for office by relying on the support of other regular people, not just wealthy donors and special interests. And we lift the veil on how candidates raise and spend money, increasing transparency and accountability in local government.

We believe that when every New Yorker is empowered to participate meaningfully in elections, candidates will better reflect the communities they serve, elected leaders will be more accountable to the public, and New Yorkers will have a democracy they can truly trust.

ABOUT THE DEPARTMENT

The Operations and Finance division is responsible for the financial, procurement & administrative services that support agency-wide operations. The Operation and Finance division consists of the following units: (1) Support & Logistics, (2) Financial Services, and (3) Procurement and Contract Management.

The CFB Finance team is responsible for upholding the integrity of the agency’s financial activities. The team oversees the Other than Personal Services/Public Funds (OTPS), Administrative Other than Personnel Services (AOTPS), and Personal Services (PS) budget for the agency.

Financial Services ensures that CFB and its divisions have the necessary funding and support in place that allows the agency to meet its critical mission in making our local democracy more open, transparent and equitable. Financial Services partners with the various CFB divisions to provide guidance on budgetary functions, so that the various divisions can focus on their core functions in support of the agency’s vision statement.

JOB DESCRIPTION

The Financial Analyst will be responsible for processing payments, fiscal data analysis, forecasting and other duties. Responsibilities include, but are not limited to:

- Assist in the development of the CFB’s annual budget which includes the matching funds program.

- Reconcile spending plans using excel sheets and entries in FMS2.

- Reconcile OMB’s year to year & plan to plan (Adopted, November, January, Executive) budgets.

- Perform contract spending analysis and advise programs on appropriate funding for new contracts, renewals, or other procurement actions to meet operational requirements

- Review and track programmatic and administrative spending; maintain tracking and reconciliation of direct service contracts status vs. budget.

- Prepare and present analytical reports on the portfolio budgetary issues.

- Participate in audits by reviewing payment invoices/documents to ensure proper procedures are followed and appropriate documentation is on file.

- Perform FMS budget modifications and update Financial Plan changes.

- Estimate budget expenditures by preparing and developing analyses that will contribute to the agency wide surplus/needs analysis.

- Run FMS3/Info Advantage reports and create adhoc reports to assist stakeholders in making informed decisions.

- Process J5 (Journal entries) in FMS3 to charge appropriate budget codes

- Provide programmatic staff with oversight and technical assistance with funding and budgeting.

- Maintains historical information related to PS budget & titles/position #s

- Track Public Funds/Matching funds payments by year/campaign committee/etc.

- Review & Track OTPS approvals for services and goods

- Assist with drafting standard operating procedures and internal processes.

- Assist Operations and Finance staff with special projects.

Knowledge

- Knowledge refers to the body of factual or procedural information that can be applied like knowledge and understanding of federal, state, and city campaign finance laws and compliance.

- Knowledge of City’s Financial Management System (FMS2/3), Info advantage and crystal reports.

- Knowledge of City’s standing operating procedures/best practice with budget & payments

Skills

- Skills are the capabilities required to perform tasks accurately and efficiently like effective communication skills to interact with internal partners, external partners, and the public.

- Proficiency in conducting FMS 3 procurement & budget & contract amount inquiries.

- Intermediate to advance Microsoft Excel skills with the ability to set up new spreadsheets for tracking purposes and able to combine other reports into pivot or other reporting forms.

- Excellent verbal and written communication skills, including the ability to distill complex information and reach different audiences through a variety of communication mediums.

Abilities

- Ability is the capacity one needs to perform a job, like the ability to work both independently and collaboratively as part of a team on agency projects.

- Attention to detail, particularly with regards to reviewing invoices and managing spreadsheets and trackers.

- The ability to independently review contract scope of work against invoices

- Strong organizational and operational skills with the ability to plan and execute regularly scheduled tasks with minimal oversight.

- Ability to see problems ahead and offer solutions or different venues to assist program with their operations.

Other

- Other characteristics are traits that do not fit into the other categories, including values, work style, and personality like accountability and being able to adapt to change and easily consider new approaches.

- Team Player with a positive attitude and respectful manners.

- A minimum of one year experience working in city government and experience using FMS2/3, Info advantage reports.

PREFERRED QUALIFICATIONS

- These are qualifications that would be helpful but are not essential. Candidates with these will be given preference in the selection process.

- Experience working with various vendors and processing invoices.

- Experience reviewing vendor statement of accounts and reconciling against actual payments.

- Experience reviewing invoices against contract scope/rate sheets.

- Advance excel and Microsoft office applications.

- SQL, Power BI- highly desirable

Minimum Qualifications

MINIMUM QUALIFICATIONS

A bachelor’s degree from an accredited college including or supplemented by at least twelve-semester credits (or the equivalent of twelve-semester credits) in accounting, auditing, business or public administration, computer science, economics, finance, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related area of study and one year of satisfactory full-time experience in accounting, auditing (including compliance or investigative auditing), business or public administration, business analysis, computer science, database administration, economics, finance, fiscal or economic management or research, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related field; or

A four-year high school diploma or its educational equivalent and five years of experience as described in “1” above; or

Education and/or experience equivalent to “1” above.

Residency Requirement

New York City residency is generally required within 90 days of appointment.
