DOT’s Office of Cityscape & Franchises (the “Office”) manages private use of the public right-of-way, including several revenue-generating programs: the Coordinated Street Furniture Franchise; Franchises, Concessions, and Consents; Bike Share and Shared Mobility, and Open Restaurants. In a typical year, the Office generates close to $130 million in revenues. The Office is seeking a Finance Manager to oversee all financial aspects of the Office as well as coordinate budgetary responsibilities for its parent division, Legal Affairs.
The appointed candidate’s responsibilities will include: analyzing and determining the financial position for Bike Share, Street Furniture, Franchises, Concessions, Revocable Consents, and the Division of Legal Affairs (the “Division”) as a whole. The selected candidate must have an understanding of each unit’s mission and their revenue targets, as applicable. The Division has an annual OMB target, and the selected candidate must possess an ability to analyze, forecast and manage the Division’s actuals throughout the fiscal year with the intention of making the budget target for the Division. In addition, the candidate will be expected to:
- Supervise a team of eleven staff responsible for preparing, mailing, and collecting on invoices, depositing checks, and pursuing recoupment claims on behalf of the City.
- Read certified financial statements and express an opinion on the state of a company’s profit and loss.
- Prepare PEG (Program to Eliminate the Gap) proposals for the Division during the City’s annual budget process and submit those proposals to DOT’s budget office four times a year.
- Monitor the PS and OTPS budgets for the Division and the Office, making sure all actuals are within budget targets.
- Provide financial assistance and ad-hoc reports to the Unit Directors / Assistant Commissioner (A/C) as needed.
- Assist the A/C in all financial matters for the Division; act as a liaison with the DOT budget office on all money matters within the Division.
- Have an understanding of the operations and calculations that are involved when and if there are public subsidies.
- Conduct audits on the companies with which the Office conducts business and coordinate with DOT’s Audit Bureau regarding external audits of the Office’s programs.
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
Strong financial management, analysis, evaluation, and problem-solving skills. Proficiency with Word, Access, Excel, FMS3. Familiarity with the City’s budgeting process. Ability to review and interpret certified financial statements. Strong communication and interpersonal skills. Background in auditing is a plus.
