The Finance Executive Office Project Manager is responsible for managing the analysis, technical design, development and monitoring of extremely complex financial systems, such as Headcount Management System, Baseline Management and Form 5 Systems, CARES Payment Management System, Revenue Macros, Accounts Payable Payment Tracking System, Temp Budgeting Database System, City Council Briefing Sheets Database System, and Budget Reconciliation System within the Finance Office. This position regularly serves as an in-house technical expert and authority in the field. The Finance Executive Office Project Manager has a significant impact on the smooth and efficient operations of the financial systems of the Finance Office and is in alignment of the Agency’s mission.

Finance Office is recruiting for one (1)IT Project Specialist who will:

- Responsible for creating databases which results in streamlining processes and allows staff to rapidly access data as needed, such as the use of Visual Studio to create a database that produces reports, reconciling the data in the Accelerator system. This will ensure accurate data reporting on projects development and ensure delivered systems maintain data integrity.

- In collaboration with the Strategic Enterprise, Automation and Development (SEAD), this position directs the development of database systems, with various Finance Office departments such as the Office of Budget Administration’s (OBA’s), Personal Services (PS), Revenue, Administrative Other than Personal Services’ (AOTPS’) Revenue, units, Office of Revenue Management & Development’s (ORMD’s), Bureau of Reconciliation and Control’s (BORAC’s) and Sub-Imprest Fund’s (SIF’s) units, assessing business needs and determining requirements by collecting and analyzing data, designing algorithms, drawing flowcharts, and implementing code for the logic developed through the algorithms and flowcharts


- Develop technical recommendations for executive management, to ensure the integrity and efficiency of creating database applications, for example, automating the payment process for Accounts Payable by linking payment actions with Accelerator data, testing the applications to ensure they are properly and efficiently functioning. Also, creating efficiencies allowing the Finance Office to accurately produce complex reports such as Close-Out reports, Tier II shelter reports, various Accounts Payable reports, and Recoupment Reconciliation reports, with the ability to quickly gather, format, manipulate and compute large amounts of data for complex analysis

- Work on special projects for the Executive Deputy Commissioner of Finance Office and advises on system process needs; identifies where data requires revisions relating to Tech languages, and system errors to remediate the problem Provide on a regular basis senior level technical assistance of Finance Office automated systems, ensuring that they meet the organization and performance requirement. Responsible for updating extensive technical business process documents, workflow diagrams and systems diagrams for Finance Office.


Minimum Qualifications

1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

4. Education and/or experience which is equivalent to "1", "2", or "3" above.


Preferred Skills

- Proficient, SQL and Visual Studio systems - Excellent quantitative and analytical skills.
