The Department of Cultural Affairs (DCLA) is dedicated to strengthening New York City’s vibrant cultural life by providing funding and support to New York City’s cultural community, including the 34 institutions that comprise the Cultural Institutions Group (CIG) and more than 1,150 non-profit cultural organizations that receive regular annual support. This constituency represents a diverse array of organizations - including performing arts groups, museums, theaters, zoos, botanical gardens, visual arts and film centers, community-based organizations, and arts education programs – that are central to the life of communities in every corner of New York City. DCLA also manages a significant portfolio of cultural capital projects; provides free donated materials and supplies for arts programs and arts educators through its Materials for the Arts program; provides capacity building and technical assistance support to cultural groups; and commissions works of permanent public art through the City’s Public Art Program.
The Hurricane Sandy Restoration Project at the New York Aquarium (NYA) is one of the largest single Sandy projects in the City. Addressing damage from severe flooding and storm surge, the project is restoring existing NYA buildings to a functional state in accordance with building and safety codes. Additionally, FEMA-approved mitigation will build resilience to prepare the buildings and campus for future storms events of Sandy’s magnitude.
DCLA is seeking an experienced and highly responsible individual to handle documents in the context of disaster recovery and to prepare for closeout and possible audit of this and other complex FEMA-funded construction projects.
The FEMA Recovery Compliance Specialist will have day-to-day responsibility for accurately uploading all necessary documents for long-term storage and complex reference purposes in the Document Management System (DMS). This will include identifying project-related documents in pre-existing servers and other platforms or locations to upload to the DMS and may include scanning documents for storage in the DMS; it will include extensive tagging of the documents according to protocol and use of a required DMS nomenclature. The documents will vary from construction procurement materials, contracts and subcontracts, invoices for restoration work, proofs of payment and other grant-related records.
Responsibilities and duties will include:
- Ensure documents are compiled, reconciled, imported accordingly.
- Reporting inconsistences of documents to DCLA’s Special Counsel/FEMA Recovery
- Track workflow and documentation regarding DCLA’s FEMA projects in the Document Management System (DMS).
- Attend weekly meetings to report as needed on the DMS progress with internal and external stakeholders.
- Prepare and send appropriate correspondence regarding DMS related upload status and/or inquiries.
- Communicate with Office of Management and Budget (OMB), Cultural Institution Group (CIG) member/s, and New York Economic Development Corporation (NYEDC) as needed throughout
the duration of the project.
- Collaborate with Special Counsel/FEMA Recovery about system upgrades, design, and framework.
Qualification Requirements
1. High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
2. Education and/or experience which is equivalent to "1" above.
- Experience with data management platforms and a strong working knowledge of Microsoft Excel is preferred. - Attention to detail and accuracy. - Excellent organizational and communication skills - Prior experience working on City, State or federal grant programs is desirable.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
