The Strategic and Regional Planning Unit is housed within DOT’s Transportation Planning and Management (TPM) division. TPM’s responsibilities include but are not limited to planning, regional coordination, street design, technical analysis, transit development, freight mobility, and ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.

The Strategic and Regional Planning Unit seeks a Federal Planning Activities Specialist to support the development and maintenance of the Department of Transportation’s (DOT) federally funded planning activities and studies. Reporting to the Regional Planning Program Coordinator, the Federal Planning Activities Support Specialist will provide technical assistance on eligible, grant-funded activities to DOT work units and project managers, helping the agency to meet federal funding and reporting requirements for its community planning work. As a part of this work the candidate will prepare evaluation reports, analyze performance metrics, provide internal training on program implementation, and generally elevate federally funded planning activities within the agency.

Coordinating closely with staff from the New York Metropolitan Transportation Council (NYMTC), the candidate will be responsible for completing regular federal accomplishments surveys and transportation conformity determinations. The candidate will assist various DOT work units with developing proposals that prioritize meaningful public engagement, and help facilitate that work directly when required. The candidate may be asked to build slide decks, create infographics, and to write protocols and standard operating procedures, especially to facilitate technical innovation and process efficiency. The role will require significant interfacing with directors, senior staff, and other project managers across various DOT work units. The Federal Planning Activities Specialist will gain a strong understanding of the breadth of DOT’s multimodal transportation planning work, and how that work results in tangible improvements for the communities DOT serves.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.


Preferred Skills

The preferred candidate will exhibit a prompt and capable communications style both written and orally and superior organizational skills. Strong candidates will also have a workable understanding of how transportation planning responds to community concerns and a demonstrable interest in public administration, planning research, and/or transportation policy. Experience developing materials to promote, track, and analyze program performance, especially ones that are visual in nature, is highly welcome. Project management, intergovernmental relations, strategic communications, and/or comparable experience is also welcome.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
