Reporting to the Deputy Commissioner of Development & Technical Affairs and in collaboration with the Chief of Staff and the Associate Commissioner of Borough Operations, the Executive Project Manager for Strategic Planning will lead the development and implementation of the Department’s strategic initiatives, ensuring alignment with our mission and goals. This role requires a visionary who can drive organizational growth and foster collaboration across departments.
The Executive Project Manager for Strategic Planning will oversee project governance, strategy, and resource allocation, ensuring that projects align with our strategic objectives and deliver value to stakeholders. Under direction of the Deputy Commissioner, with wide latitude for independent judgment and decision-making, the Executive Project Manager will be responsible for:
- Strategic Leadership: Develop, communicate, and implement the organization’s strategic vision, goals, and objectives in collaboration with the executive team.
- Project Governance: Establish and enforce project governance frameworks, standards, and methodologies. Conduct regular project reviews and provide insights to senior management.
- Cross-Departmental Collaboration: Work closely with department heads to ensure alignment of departmental goals with the overall strategic plan; facilitate communication and cooperation among teams.
- Performance Monitoring: Monitor project performance, ensuring adherence to timelines, budgets, and quality standards. Establish and monitor key performance indicators (KPIs) to measure progress towards strategic objectives; prepare regular reports for stakeholders.
- Resource Allocation: Collaborate with Financial Management and bureau, division, and unit managers on budget planning and resource allocation across projects related to strategic initiatives, ensuring optimal use of resources and tools to achieve strategic goals.
- Change Management: Lead change management initiatives to drive the adoption of strategic plans across the organization.
Additional Responsibilities:
- Identify opportunities for process improvement and implement solutions to enhance project delivery.
- Manage staff meetings, troubleshoot issues, provide oversight of strategic initiatives.
- Routinely brief the Chief of Staff and Senior Staff on progress in preparation for internal and external meetings.
- Represent the Department at meetings and events as needed and attend meetings to track and follow up on key action items.

REMOTE WORK:

A baccalaureate degree from an accredited college and four years of satisfactory fulltime experience in change management, organizational strategy, project management, or a related field, at least one year of which must have been in a managerial, administrative, consultative, or supervisory capacity; or
2. Education and/or experience equivalent to “1” above. All candidates must have at least one year of experience in a managerial, administrative, consultative, or supervisory capacity.
