Job Description:

As a member of SBS' Financial Management & Administration Department, the Executive Director will manage the Solutions Architecture staff including the Software Development, Database Management, and Software Quality Assurance teams and report to the Chief Information Officer. The primary role will be to lead the implementation of technical solutions including the delivery of the technical designs, strategies, and quality assurance plans. They will work closely with the Project Management Office and Agency business owners in the design, development, and implementation of software applications that support the Agency's goals. The Executive Director will also be responsible for working with SBS leadership to set appropriate direction, goals, and staffing to ensure project success.


Project Management:

Analyze business requirements, conduct a system architecture evaluation and collaborate with project management and development teams to improve the architecture.

Evaluate project constraints to find alternatives, alleviate risks, and perform process re-engineering if required.

Create a solution prototype.

Notify stakeholders about any issues connected to the architecture.

Analyze the business impact that certain technical choices may have on SBS’ business processes.

Meet regularly with the project manager, project sponsors, and Technology Unit staff to communicate progress, issues, and next steps.

Comply with New York City’s security policies requirements.


Technical:

Responsible for the application rationalization roadmap specifically focusing on driving standardization of common business objects and ensuring infrastructure solutions are architected for reusability.

Design complex data modeling, tagging, transformations, and automated quality validation rules

Lead technical product demos that get internal program teams aligned and excited about ongoing development work

Engage appropriate constituencies to identify technology needs

Manage successful rollout of new technologies, including the development of testing and training plans and materials


Management:

Lead, manage, plan, organize, and direct the work of the Solutions Architecture staff.

Manage relationships with stakeholders to achieve understanding of project lifecycle, resource commitments, roles and responsibilities

Manage the Solutions Architecture staff to provide business analysis and program management support and continuous improvement

Ensure that new processes are supported by robust quality controls

1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.

In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.

Strong project and program management and leadership skills the ability to organize and drive projects with diverse stakeholders to timely completion Strong orientation toward achieving results, attention to detail, and proven ability to drive toward long-term goals 10+ years of IT experience with a progression towards higher levels of responsibility, including 5 years of architecture/infrastructure development and five years in information architecture strategy and solutions delivery. Technical working experience with APIs, Service Oriented Architecture (SOA), .NET, Big Data, and Amazon Web Services (AWS) or Azure preferred Effective at applying multiple solutions to solve business challenges, drive growth and efficiencies required Experience with quality assurance operations and methodologies Understanding of systems design, software architecture and database architecture Excellent analytical, organization, presentation and facilitation skills ability to handle multiple tasks under tight deadlines Knowledge of Microsoft Dynamics 365 Working knowledge of database back-end systems, including SQL Server 2012/2014/2016, Oracle or other relational databases Experience with documenting requirements in Microsoft Azure DevOps or similar tool Experience with IT security management Excellent verbal and written communication skills and a solid customer service orientation are essential. (A writing sample prepared by the candidate should be provided with the resume) Strong capacity for logical thinking, with the ability to understand complex applications, must be a creative problem solver
