Job Description

APPLICANTS MUST BE PERMANENT IN THE COMPUTER SYSTEMS MANAGER CIVIL SERVICE TITLE.

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

Information Technology Services (ITS) is DSS’s technology services organization. ITS mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems.

Information Technology Services (ITS) is recruiting for one (1) Computer Systems Manager M-III, to function as Executive Director, Quality Assurance who under the executive direction of the Assistant Deputy Commissioner/Project Management Quality Assurance (PMQA) Office, with wide latitude for the exercise of independent judgment, will be responsible for the planning, organization, and management of all strategic and tactical direction for DSS/HRA/DHS and External Projects/Data Integration projects related to the quality assurance of all developed applications by overseeing the testing methodology and enforcement of the Software Development Lifecycle Quality Standards.

The Executive Director will:

- Ensure the quality control and execution of Quality Assurance's projects. Identifies bottlenecks and
areas for improvement. Communicates changes made to portfolio processes, initiatives and projects
to all stakeholders by defining current and future strategic projects and roadmaps that will guide the
transformation of the Agency's portfolio management into the future and support its business partners.

- Manage the Quality Assurance Directors in charge of units involved with high level testing of
applications developed for DSS/HRA/DHS/ External Projects and Data Integration ensuring conformity
to the Agile Software Development Life Cycle {SDLC) and or Waterfall methodology's accepted
standards. Oversee the implementation, evaluation and monitoring of existing or new quality assurance
methods/tools and strategies by all subordinate units.

- Oversee the creation of Software Development Life Cycle documentation, processes, enforcement and
quality assurance methodologies safeguarding compliance to federal, state, local laws/regulations.
Review documentation/recommendations submitted by subordinate staff and signs off on the quality
of software being released to production ensuring it meets all established requirements/criteria.

- Communicate and coordinate with DSS/HRA/DHS/External Projects and Data Integration's Senior
Management to review the status of projects and discuss project strategies and issues.

- Attend meetings with Agency management to develop plans and long-range strategy. Interface with
various departments within the Agency and New York City/State Agencies regarding business solution
activities and to establish current and future direction.

Minimum Qualifications

1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.

In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.


Preferred Skills

- Ability to balance strategic and policy issues related to the success of critical ITS portfolio management initiatives. These initiatives have a significant impact on DSS/HRA/DHS projects' delivery. - Superior verbal and written communications skills. Ability to interface with executive level management and give senior level presentations as required. - Ability to develop executive audience presentations. Proficiency in the use of Microsoft Office suite (Excel, PowerPoint, Word). - Decompose and describe complex technical issues and corresponding solutions to non-technical and technical NYC Leaders (including, Commissioners, CIOs, Budget Examiners, Deputy Mayors) to provide them with valuable information to aid with high impact decision making. This will need to be done in small and large group settings. - Knowledge of Social Services, Human Resources and Homeless Services COTS & Supporting solutions (DSS/HRA/DHS systems such as CARES/Curam, POS/PowerBuilder, ServiceNow/Propel, Document Management Systems ITSDocs/FileNet PS, etc.) - Provide thought leadership, subject matter expertise and technology guidance on complex City Information Technology initiatives. - Hands-on experience at senior level designing and implementing complex project management solutions. - Expert Knowledge of Program / Project management, Matrix Management, ITIL, IT Project estimation, IT Portfolio Management PMO).
