Job Description
The successful candidate will serve as the Executive Director, Public Safety Operations reporting directly to the Deputy Commissioner for Public Safety & Emergency Management. The Executive Director, Public Safety Operations will provide the day-to-day leadership and management of the Public Safety Operations, networks, systems and portfolio of services related IT Infrastructure, which includes daily operation of data centers, networks, telephony, security and server environments. Closely collaborating with the City of New Yorks Police Department (NYPD), Fire Department (FDNY), Citywide Administrative Services (DCAS), and other agencies is a critical aspect for this role.

Responsibilities will include:
- Oversee the management of technical operations groups involved with the day-to-day management of Public Safety systems and infrastructure;
- Oversee and guide technical operation of Public Safety data centers, networks, telephony, server environments and information security infrastructure;
- Implement practices and policies governing operation and support of Public Safety Infrastructure;
- Manage overall IT Operation and Support models applied to all areas of the Public Safety Infrastructure portfolio;
- Develop and execute strategies that improve Public Safety Infrastructure reliability, up-time and resiliency that meet mission-critical standards;
- Develop and promote collaboration between operational and support groups within the Infrastructure Management organization, as well as between agencies;
- Oversee the Public Safety IT vendors;
- Oversee senior level technical managers;
- Assure technical data and related operational reporting for management are current and accurate;
- Manage special projects and initiatives as assigned.

HOURS/SHIFT
Day - Due to the necessary technical management duties of this position in a 24/7 operation, candidate may be required to be on call and work various shifts such as weekends and/or nights/evenings.

Minimum Qualifications

1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in the field of voice and/or data telecommunications or in a pertinent scientific, technical, electronic or related area, and four years of satisfactory fulltime experience in the performance of analytical, planning, operational, technical, or administrative duties in a voice and/or data telecommunications or closely related electronics planning, management, and/or service organization, one year of which must have been in a highly specialized capacity and 18 months must have been in an executive, managerial, or administrative capacity or in the supervision of staff performing work in the voice and/or data telecommunications field; or
2. An associate degree from an accredited college including or supplemented by 12 credits in the field of voice and/or data telecommunications or in a pertinent, scientific, technical, electronic or related area and five years of experience as described in "1" above; or
3. Education and/or experience equivalent to "1" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and one year of the specialized experience as described in "1" above and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.


Preferred Skills

The successful candidate should possess the following: - Strongly preferred: 5+ years of IT management experience in public safety emergency communications operations - Strongly preferred: 5+ years of leadership experience in first responder radio communications including networks, infrastructure, and technologies experience in overseeing large public and/or private organizations engaged in the deployment and sustainment of public safety telecommunications technologies - 8+ years of infrastructure management experience - Experience managing technical staff responsible for design, implementation, operation and/or support of Public Safety technologies - Expertise in 911 telephony and related Communication and IT Infrastructure - Experience managing Networks and Systems in support of a Public Safety Answering Center - Ability to manage and coordinate technical resources, activities and events in a mission critical environment - Expertise in Public Safety Data Center design and operation - Demonstrated experience working with technical and nontechnical staff - Outstanding collaboration and team building skills - Strong written and verbal communication skills - Excellent analytic, organization, presentation and facilitation skills - Ability to manage multiple tasks under tight deadlines and - Ability to interface with level management, including preparing and giving /senior level presentations.

New York City residency is generally required within 90 days of appointment.
