The Real Estate Services (RES) division of DCAS supports the operations of the government of the City of New York by providing services for the City’s real estate needs. RES is responsible for the space planning and management of 37 million square feet, Citywide acquisitions (lease or purchase), sales and other dispositions of City-owned real estate, architectural design and project management, zoning and land use analyses, disposition of 15,000 City-owned lots, property valuation, and financial analysis of real estate transactions.

The Strategic Planning Unit leads efforts to consolidate the citywide real estate portfolio, partnering with other teams in RES, City agencies, and the Office of Management and Budget (OMB) to develop and implement projects that deliver cost savings for the City of New York. The Strategic Planning Unit oversees the entire life cycle of a project to consolidate or relinquish space, including creating the initial concept, developing timelines, design documents and cost estimates, obtaining buy-in from agency partners, and managing implementation. The unit also leads process and operational improvements for RES, such as developing RFPs for leased real estate and implementing new technology to enhance project tracking and reporting.

We are seeking to hire an Administrative Space Analyst Level M3 position as Executive Director of Strategic Planning. The Executive Director (ED) of Strategic Planning will assist in leading a cross-functional team who serves both employees and leadership in the City’s journey towards rolling a workplace strategy across the City’s real estate portfolio that leverages the Citywide DCAS Space Standards and current office design strategies to generate high quality office spaces in support of a 21stst century city workforce, ensure innovative space utilization and realize cost savings by creatively fine-tuning operational paradigms across client agencies. Towards this goal, the ED of Strategic Planning will directly oversee the Workplace Strategists and assist in the coordination with a variety of internal and external stakeholders. They will collaborate with other RES partners in the creation of a strategy for long-term value, defining and tracking relevant key performance indicators (KPIs), reporting on success, managing governance, and serving as an internal Subject Matter Expert (SME). In a strong partnership with the Assistant Commissioner of Workplace Strategy, the role requires someone who can assist to authoritatively evangelize the program and coach senior leaders to participate, as well as work tactically on day-to-day operations.

Other responsibilities include, but are not limited to, the following:

- Responsibility #1: Manage Workplace Strategists in the validation of client agency needs and development of high-level programmatic needs.
- Responsibility #2: Oversee the vetting and analysis of new Client Agency space requests conceptually approved by the Office of Management and Budget to determine whether they can be absorbed into the existing portfolio or if additional leased space in necessary. Direct the project to the appropriate RES team depending on outcome of analysis.
- Responsibility #3: Assist in the preparation and maintenance of a long term 5- and 10-year plan for the management of the City’s Office space portfolio.
- Responsibility #4: Coordinate with the Space Management team to gather data about existing facilities to develop capital plan proposals for consolidation and/or relocation of properties to increase space utilization and reduce spending.
- Responsibility #5: Coordinate with the Leasing team to gather data about existing facilities rent, OPEX and tax obligations to analyze and include in a financial analysis for proposals for consolidation of properties to increase space utilization and reduce spending.
- Responsibility #6: Conceptualize capital projects, deal structures and timelines to develop space efficiency plans or generate new ones to improve client agency operations while reducing cost.
- Responsibility #7: Coordinate with the Financial Services team to generate stay vs go financial scenarios for consolidation/relocation proposals.
- Responsibility #8: Intra-agency coordination for project related services such as OMB, OTI, City Planning, MOCS and client agencies as needed.
- Responsibility #9: Intra-agency coordination for project related needs and space allocation.

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and five years of full-time paid experience requiring general knowledge of construction and construction costs, electronic data processing equipment, telephone communications systems, building standards and leasing procedures, in the evaluation and layout of space in office buildings, garages and other structures used for commercial and industrial purposes, at least two years of which shall have been of a supervisory nature; or
2. High school graduation or evidence of having passed an examination for a high school equivalency diploma or the U.S. Armed Forces G.E.D. certificate with a score of at least 35 on each of the five tests and an overall score of at least 225 in the examination for the diploma or certificate, plus nine years of full-time paid experience as described in (1) above, at least two years of which shall have been of a supervisory nature; or
3. A satisfactory equivalent. However, all candidates must be high school graduates or possess the equivalent as described in (2) above and must have at least two years of supervisory experience as described in (1) above.


Preferred Skills

- Bachelor’s degree of Architecture, Architectural Technology, Interior Architecture, Interior Design or Urban Planning preferred. - Familiarity with workplace strategies and active office design. - AutoCAD, Adobe Creative Suite and Microsoft Office proficiency is preferred. - Experience managing technical teams, including construction management and estimating. - Self-starter, able to work independently on projects with little to no direction. - Collaborative and cooperative leader with a focus on team building. - Experience managing various workstreams and/ or managing a team of resources. - Extremely efficient, creative, resourceful, and strategic thinker. - Excellent written and verbal skills confident communication and listening. - Experience managing budgets and schedules. - Strong ability to multi-task and successfully coordinate multiple projects simultaneously. - Ability to prioritize activities effectively, while ensuring a high level of accuracy and attention to detail. - Strong interpersonal skills and ability to build relationships. - Curiosity, creativity, and willingness to tackle new tasks.
