Job Description

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

DOF’s Tax Policy & Data Analytics Division reviews, analyzes, and evaluates existing and proposed policies and legislation that affect the Department of Finance and New York City in general. This includes analyzing the revenue and distributional impacts of proposed changes to the tax system, monitoring and reporting on tax and parking revenues, working with local and state public agencies and private sector interests to promote improved tax administration, and advising the commissioner, Executive Office, and the New York City Office of Management and Budget on revenue and budgetary issues. The Tax Policy and Data Analytics Division is also responsible for all modeling and data mining for DOF’s Audit Division. Tax Policy also prepares briefing and position papers on tax policy and issues a variety of public reports and newsletters on tax-related issues.

Tax Policy is seeking an Executive Director to lead the Property Tax Analysis Unit, who can display strong quantitative economic and fiscal research skills to develop estimates and forecasts based on complex programming and data analysis.

Reporting to the Deputy Commissioner, the selected candidate’s duties and responsibilities include, but are not limited to:

- Lead on the development and manage ongoing analysis of various policy options relating to a variety of property tax topics including property tax payments and delinquency, personal exemption and/or abatement benefits, commercial exemption and/or abatement benefits, reforms to the property tax system.
- Help maintain the integrity of the property tax data by leading various monthly cross validation checks across numerous highly complex PTS extracts relating to but not limited to, valuation, assessment, payments and interest, abatements and exemption.
- Manage infrastructure development for policy analysis via the construction of TPDA's main property tax analytical file (merging property tax, income tax, exemptions, and other data). This file is critical for policy analysis.
- Supervise the production of multiple reports, including TPDA's annual property tax report, the property section of the annual tax expenditure report, and weekly delinquency reports.
- Supervise the production of large populations for various mailing initiatives and work closely with our Property Tax Benefit administration teams to ensure accuracy and that information provided by taxpayers is reviewed and implemented correctly.
- Assist in developing, testing and trouble-shooting PTS, SmartFile, and DoF property related databases and systems. Work closely with our Solutions Delivery Office to develop testing framework for vendor updates.
- Further expand the Division's analytical capabilities by leading the development of a renter income database and expanding our RPIE longitudinal framework to be able to better evaluate current valuation methodology.
- Keep up to date with ongoing trends in data analysis, data science and data dissemination along with potential new policy and legislative priorities that would impact the Unit and the Agency.
- Be one of the Agency's SMEs on all aspects of property tax valuation methodology, personal benefit and commercial incentive programs, as well as, payments and delinquency, and various other complex matters.
- Work closely with the Commissioner, First Deputy Commissioner, and Deputy Commissioner and provide regular, time sensitive briefings on various policy matters.




Additional Information:

In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed between the City and the Collective Bargaining Unit representing employees serving in the civil service title.

Minimum Qualifications


1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.

2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.


Preferred Skills


- At least 3 years' experience managing researchers and analysts in mining property tax data to produce impact analysis of new or changing to existing tax benefit programs. - Extensive knowledge of NYC Property Tax System and underlying internal systems. - Extensive knowledge of homeowner and commercial tax benefit programs. - Extensive experience leading numerous large and complicated projects. - Strong SAS programming skills, including macros. - Experience developing highly technical presentations concerning all aspects of the property tax and making these presentations to senior City officials. - Familiarity with Tax Policy's published reports, such as: tax expenditure, business income, and property tax. - At least five years' experience defining projects, setting timelines, and ensuring quality control protocols are met.
