Your Team:
The Office of Housing Access and Stability (“HAS”) consists of the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. The mission of the office is to ensure fair, efficient, and transparent access to affordable housing. The Office provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. Housing Access is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings.
The Division of Budget and Program Operations (BPO) within the Office of Housing Access and Stability provides support services to the Division of Housing Opportunity, Division of Tenant and Owner Resources, the Division of Housing Stability, and the Division of Policy and Program Innovation. BPO assists with monitoring and supporting program budgeting and planning, including both staffing and procurement support. The Division also manage the Housing Quality Enforcement and related inspection functions for the Office. In addition, the BPO team coordinates technology initiatives and analytics across the Office in coordination with key technology stakeholders across the agency, providing support on key systems to internal and external stakeholders.
Your Impact:
The Executive Director for Program Strategy and Digital Support in the Division of Budget and Program Operations is a senior management role within the Division of Budget and Program Operations, reporting to the Assistant Commissioner for the Division. The Executive Director is responsible for managing multiple teams and program areas within the Division. The Executive Director, with a wide latitude for independent decision making, ensures on-going support for the mission and the goals of the Office are provided.
Your Role:
The Executive Director of Program Strategy and Digital Support unit operationalizes and supports technology that will transform the Office of Housing Access and Stability, manage data analytics for the Office, and provides direct support for digital operations, including the management of the intake of digital documents, as well as supporting digital operations such as client and owner portals. The unit consists of 3 primary functions: Program Strategy, Performance Management, and Digital Operations. The Executive Director is also responsible for coordinating long term technology strategies with key leadership throughout the Office.
Your Responsibilities:
The Executive Director is responsible for ensuring technology projects involving teams within the Office have appropriate business representation. You will be responsible for advocating for and advancing each team’s unique technology need, working closely with HPD Tech, as well as external stakeholders such as DOITT or vendors as appropriate. You will be responsible for coordinating business resources for technology projects, ensuring each technology project has clearly defined business expectations, and where expectations are not able to be met, ensuring clear communications on final product with all stakeholders. You will also be responsible for clearly communicating overall business strategy and prioritization of technology projects in consultation with Division heads. The Executive Director will be responsible for coordinating implementation and operationalization of technology project within each impacted business unit.
The Executive Director area of responsibility will include a Performance Management team of staff focused on meeting the reporting needs of the office, utilizing tools such as Oracle Business intelligence or other similar products, and other ad-hoc or system specific reporting tools. This includes reporting to drive operations, as well as long term planning for the Divisions within the Office. The team will also be responsible for external reporting for critical reports such as the Mayors Management Report, Key Performance Indicators, as well as other external facing reports as needed. The team will also provide a centralized point of contact for stakeholders within the Office regarding requests for data from business systems, utilizing available tools or coordinating with HPD tech as appropriate. This team will also work in coordination with other teams within the Office on providing data to external stakeholders such as auditors, oversight agencies, or external partners.
The Executive Director will oversee the management of a Digital Operations team. This team will focus on providing direct portal support to participants, applicants, and owners participating in HPD administered subsidy programs. This support includes support for portals and any other digital tools made available to clients. The Digital Operations team will work in close coordination with other client facing teams within the Office. This team will also provide direct support to Office staff with systems administered by the Divisions, including the on-boarding of new staff. As digital offerings for the Office expand, this team will be responsible for providing support those new systems. The Digital Operations team will also be responsible for the intake of digital documents, ensuring documents submitted to the Office via portals, emails, or other electronic transport mechanisms are properly routed and/or uploaded into systems utilized for the Office.
The Executive Director will be responsible for a Technology Strategy team. This team will focus on future projects. The Executive Director will develop and execute the technology initiative, include the Office’s current 5 Year Technology plan, scoped to the needs of the Office and prioritized by Office stakeholders. The team will work with HPD Tech and vendors and ensure requirements are collected, projects are staffed and represented appropriately, and products are developed and deployed to Office expectations. This team will work in close coordination with training resources within the Office on the development of training materials as new systems are developed and implemented.
The Executive Director will also work on special projects, at the discretion of the Assistant Commissioner, that further strengthen and enhanced the goals and missions of the Office. You will be responsible for staff development, coaching and supporting the professional growth of the members of their teams. The Executive Director is responsible for fostering a collaborative and inclusive work environment within the Division.

- Knowledge of Section 8 and other rental subsidies, and federal, state, and local housing laws and regulations
- Familiarity with HPD data structures and systems.
Salary range for this position is: $120,00 - $130,000
NOTE: Only those candidates currently serving in the ADMIN Staff Analyst title, or comparable civil service title are eligible to apply.
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
