The Parking Operations Planning and Analysis (Parking) unit is charged with ensuring the most efficient use of the City’s parking assets. It operates and maintains 37 off-street parking facilities; it oversees the installation, planning, maintenance, and collection of parking metered spaces, as well as all authorized and other parking spaces in excess of 115,000 parking stalls. The unit identifies and implements state-of-the-art analytical techniques and conducts complex transportation analysis. This position will report to the Assistant Commissioner of Parking Operations who seeks an experienced professional to serve as the Executive Director to oversee and manage 3 work groups consisting of more than 250 employees in various managerial, professional, technical, labor class, analytical and administrative titles operating out of 3 locations in Queens. The Executive Director will report directly to the Assistant Commissioner of Parking, work closely with government, the private sector, contractors, and community liaisons. Develop and implement new innovative ways to manage the three Groups effectively and create a plan to pool resources for critical projects, as needed. The Executive Director will coordinate, collaborate, and communicate with Parking Groups to manage various projects, personnel, vehicle, and equipment needs in addition to the tasks as outlined below:

Meter Maintenance Group:
The Meter Maintenance Group. Responsible for city-wide parking meter operability, parking meter installations, relocations and removals, and decal field maintenance, bike rack maintenance, installation, and removal. Responsible for the maintenance and repair of 14,500 Multi Space Meters city wide which generate approximately $250 million in revenue annually. Manage the retrofitting of 14,500 meters-coordinate with Parking Groups to ensure that the Vendor delivers the parts to Retrofit the meters in a timely manner, develop implementation schedule to roll out the retrofit plan and ensure that training to build meters is complete within the required timeframe. Manage other critical projects related to the meter’s operability.

Parking, Facilities and Capital Projects:
Parking, Facilities and Capital Projects Group. This includes overseeing citywide base installation for proposed and relocated parking meters. Oversees contracts for the management of 8 municipal parking garages, the management, maintenance and the construction and repair of municipal parking fields. Manages the overall performance and analysis of field surveys to establish parking demands for new off-street facilities. Oversees the establishment of parking rates at all municipal facilities. Directs the evaluation of operating techniques to determine the most cost-effective maintenance alternatives while enhancing the safety of motorists and pedestrians. Provides support in the inspections of garage structures. Makes determinations as to whether structures are safe for use or hazardous to the public and needs to be closed. Has overall responsibility for the inspection of garages to ensure that they are being operated according to contract requirements and issues liquidated damages if violations occur. Directs the cleaning, snow removal and the maintenance of the City’s 29 parking fields. Coordinates with Meter Maintenance, Collections and Administration/Finance to implement rate increase or decreases in meters and/or changes in permits. Oversees the performance of repairs including filling potholes, repaving areas, and fields, repairing buildings, sewers, guardrails, fencing in the parking fields as well as other required repairs concerning dangerous conditions that may arise. Manage the EV Program, installation, manage cost, locations, and operations.

Meter Collections Group:
All activities pertaining to the analyzing, planning and development concerning the collections, intake and processing of revenue received from more than 14,500 municipal parking meters. Directs a large diverse staff in various managerial, professional, administrative, and labor titles in the performance of duties related to the above functions. Interfaces with other high level departmental personnel and armor car services personnel on related issue. Interfaces with other high level departmental personnel Including Parking Security Division and armor car services personnel on related issues. Ensures all resources are made available to prevent loss of revenue.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and five years of satisfactory, full-time experience in traffic flow theory; highway capacity analysis; traffic accident analysis; traffic studies; urban transportation planning; geometric design of roadways; planning and design of parking facilities, traffic signs and markings, or traffic signals; citywide traffic surveillance and control; traffic engineering administration; or an acceptable related field. This experience must have included two years in an administrative capacity, managing engineering and technical personnel or a large operations staff; at least two years of the above experience must have been acquired in the United States; or

2. A two-year master's of science or engineering degree (equivalent to 60 graduate credits) in transportation planning, traffic engineering, or a related area from an accredited college and three years of satisfactory full-time experience as described in "1" above, including two years in an administrative capacity, managing engineering and technical personnel, or a large operations staff; at least two years of the above experience must have been acquired in the United States; or

3. Education and/or experience equivalent to "1" or '2" above. However, all candidates must have at least two years of experience in an administrative capacity, managing engineering and technical personnel, or a large operations staff; at least two years of the required experience must have been acquired in the United States.


Preferred Skills

- Eight years or more of experience in managing and leading a large field and shop operation. - Supervising a large group of employees in various titles including administrative personnel as well as field employees. - Excel/Word/Visio/Power Point proficiency. - Possess strong analytical and organizational skills. - Excellent interpersonal, verbal and writing skills.
