The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

The Nutritional Services Division is responsible for providing regularly scheduled healthy and nutritional meals to both persons in custody and members of staff within the department. There are currently two production kitchens that operates twenty-four (24) hours a day preparing and delivering meals to all facilities on Rikers Island and several other satellite and court facilities. At minimum, a four to six (4-6) weeks food inventory is on hand at any given time.

DOC seeks to hire an Executive Director of Nutritional Services, who under the direction of the Assistant Commissioner of Nutritional Services with great latitude for the exercise of independent action and decision-making will administer and direct the meal programs for the inmate population. Responsibilities will include but are not limited to the following:

- Provides technical assistance, advises on nutritional standards, and serves as the primary
contact among food service contractors.
- Monitors and assesses assigned meal programs for inmate population.
- Ensures that the DOC is in compliance with relevant food standards including in the New York
City Agency Food Standards.
- Creates nutrition education materials and provides nutrition technical assistance, outreach,
recommendations and training to DOC staff and contracting personnel in all aspects of food
services management and nutritional standards.
- Reviews, updates and approves menus including formulating and distributing menus while
providing recommendations on special diets. Establishes and maintains professional
relationships with relevant agencies and healthcare professionals.
- Interprets regulatory mandates, using auditing and inspection results to create and implement
action plans that will ensure compliance.
- Provides leadership and supervision to staff in various facilities throughout DOC.
- Prepares and maintains divisions’ budget.
- Prepares reports and corrective action plans for senior management.
- Perform other duties as assigned.

Preferred Skills:

- Extensive experience in directing a large Food Services program and devising methods for
better performance of meal delivery.
- Ability to direct/supervise food production in compliance with Federal, State and City guidelines.
- Knowledge of regulatory food standards, operations and budget.
- Ability to work under pressure and meet restrictive guidelines.
- Ability to communicate succinctly and effectively in both oral and written form.
- Ability to troubleshoot, analyze and take prompt, decisive actions to provide solutions to
problems and upgrade existing programs.
- Familiarity with Microsoft including Excel, Word and PowerPoint.

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.

2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
