The New York City Taxi and Limousine Commission (TLC) is the City agency responsible for oversight of the for-hire vehicle industries in New York City, including the drivers and owners of yellow medallion taxis, green Boro Taxis, community car services, black cars (include those booked via smartphone app), certain luxury limousines, commuter vans, and paratransit vehicles. These industries serve more than 1,000,000 passengers each day and are a key component of the city’s transportation network. Through functions such as driver background checks, vehicle inspections, and driver education, TLC’s role is to promote the highest standards of safety and consumer protection in the industries we regulate.
TLC is seeking a dynamic and motivated individual to help the Agency continue its work to develop a modern, innovative approach to the licensing process with the key goals of (1) providing excellent customer service to our clients, and (2) improving the efficiency of our internal operations. We are actively seeking technological changes and enhancements to modernize our processes, and as a Deputy Director within the Licensing and Standards Division, you will be a key part of that change. The ideal candidate will possess experience working with a large operation(s); have a strong customer service management background (preferably with diverse populations); a background in using technology to enhance processes; and the proven ability to lead and motivate a team. A keen understanding of current and emerging technologies, including web-based applications and databases, is a plus.
Under the direction of the Assistant Commissioner of Licensing, with wide latitude for independent initiative and judgment, the successful applicant will perform very responsible work in the supervision, planning, implementation, coordination, monitoring and/or evaluation of Driver Licensing Services.
Specific responsibilities will include:
Successfully implement projects, agency/division/unit goals & initiatives. Create methods to analyze changes and implemented projects to ensure successfully deployed. Hold application processing collaboration meetings with application processing senior team members. Attend and prepare for meeting with and on behalf of upper management. Ensure supervisory staff reporting to you review and update SOPs (Standard Operating Procedures) on a quarterly basis. Ensure agency protocols are being followed by you and your staff/team. Address high priority Correspondence/emails/calls, both internal and external. Prioritize and handle correspondence relative to urgency. Ensure staff are responding to and acting on open issues/concerns. Delegate and follow-up to ensure completion and professionalism. Escalate any trending issues/concerns. Ensure that you and supervisory staff you oversee hold coaching sessions/ disciplinary/performance conferences. Implement time and leave policy amongst your team. Encourage brainstorming to determine project priorities. Foster regularly scheduled improvement sessions to propose productive projects and initiatives. Create sound, viable project plans and successfully implement current year’s goal of streamlining application processing units and processes to allow for a functional unit with cross trained staff able to process driver, vehicle, and base applications with ease by end of 2025.

ADMINISTRATIVE STAFF ANALYST ( - 1002D
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
- Experience supervising line staff conducting comparable back office and customer service work, preferably in local government. - Strong interpersonal and teamwork skills. - Ability to adapt to a fluid work environment and changing needs and priorities. - Background in implementation of re-engineering or innovation initiatives. - Strong analytical skills. - Skilled in effective, clear and persuasive oral and written communications. - Strong computer and technical skills including but not limited to MS, Word, Excel, PowerPoint, and Access.
