The Analytics, Performance, and Management Unit (APM) is a team of 25 technical and executive professionals dedicated to modernizing the agency’s data systems. This new position will serve as the Deputy to the Assistant Commissioner of APM, managing all three sub-units: Public Data, GIS/Spatial Analytics, and Performance Analytics. The Executive Director will be responsible for leading efforts to implement the agency’s vision around data governance, business intelligence, small- to medium-scale application development and public data operations and policy, laying the groundwork for a multitude of contemporary data use cases. In addition to managing the three sub-units, the position will play a key role as a senior staff member for the Executive Deputy Commissioner, assisting with special projects, organizational development, process advisement and workflow streamlining.

The Executive Director role will oversee the units responsible for the following programs:
- Analytics Application Portal
- MS Power BI Environment
- Performance Indicators Platform
- Operational Equity Analytics
- Administrative Data Warehousing and Associated Reporting Tools
- NYC Open Data
- 311 System Management
- 311/ARTS Integration and Enhancements
- GIS Data Warehousing
- Spatial Data Analytics

The Executive Director will advise and liaise with IT& Telecom on the following initiatives and programs:
- Data Governance Initiative
- Agency Data Warehouse/Data Lake Architecture
- Agency application development policy and prioritization
- Public facing data products
- Modernization of agency technology stacks
- Inter-agency data sharing strategy

In addition to technical program and project management, the Executive Director will handle administrative and staff planning responsibilities, including mentoring junior staff, career development and advisement, and succession planning for the unit.

- At least 7 years of experience in data analytics, including database design, data modeling, data engineering, and GIS
- A minimum of 5 years of experience managing full-time technical staff
- Proficiency with BI tools such as Power BI
- Advanced skills in MS SQL Server
- In-depth knowledge of modern data lake software and principles
- Expert-level proficiency in ESRI’s ArcGIS platform
- Comprehensive understanding of NYC Open Data Laws and Program
- Experience with Microsoft Dynamics
- Familiarity with NYC 311 Data
- Excellent communication skills, with the ability to present professionally to executive-level staff
