Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

PROGRAM AND JOB DESCRIPTION:
The Bureau of Public Health Clinics (BPHC) is under the Division of Disease Control, comprising of four Tuberculosis clinics, eight Sexual health clinics. One immunization clinic will join the Bureau shortly. The mission of the BPHC is to promote a healthy community by providing New Yorkers with the resources needed to make informed and empowered health decisions; identify and treat tuberculosis, provide immunization and sexual health services regardless of ability to pay or immigration status.
The Bureau of Public Health seeks to hire an Executive Director of Clinical Operations.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Serve as primary clinic operations administrator as described by NYS for diagnostic and treatment centers.
Serve as the main link between clinic operations staff and the Assistant Commissioner for BPHC.
Plan program and sets goals for assigned project and prepares and monitor's budget needs, staff needs and contracts.
Provide leadership and general direction to clinic operation personnel in planning, conducting, and coordinating specific patient facing research projects to improve patient care outcomes across Public Health Clinics.
Take lead roles on high-level policy development, implementation, and monitoring.
Prepare or ensures the preparation and submission of high-level reports to various entities including but not limited to the NYC DOHMH commissioner and Division of Disease Control, the Mayor's Office, Center for Disease Control (CDC), and NYS.
Serve as subject matter expert for BPHC clinic operations and point of contact to the Assistant Commissioner for BPHC.
Represent the agency at meetings/engagements with external partners and entities.
Ensure compliance with DOHMH and applicable City, state, and federal rules and regulations.
Develop strategic plans to align with NYC DOHMH initiatives to improve clinical care outcomes and response to gaps identified amongst patient population we serve across Public Health Clinics
Facilitate 340B contract pharmacy relationships, adherence, and cost savings in alignment Health Resources & Services Administration (HRSA) requirements.
Plan and carry out activities to develop effective coordination between the research evaluation unit and clinic operation to identify new grant opportunities and meet deliverables for existing grants.
Work closely and collaborates with other areas within the agency, and with governmental and non-governmental health agencies and bodies.
Create and maintain effective lines of communication and cooperation and joint efforts with these entities.
Advocate for adequate and sufficient resources to effectively operate clinics and deliver high quality care.
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
Five years of experience in managing multiple sites including clinics. Familiar with day-to-day operations of clinics, understanding of staffing needs, permits, HIPAA regulations, applicable labor laws. Familiar with city government and its processes. Familiar with NYS public health laws - article 28 and 36 requirements. Familiar with labor and OSHA rules and regulations. Familiar with Health Resources & Services Administration (HRSA) requirements including 340B Drug Pricing Program and contract pharmacy services. Basic knowledge of laboratory services and operations. Low to medium understanding of fiscal management and operations (reviewing contracts, purchase orders, etc.). Experience in preparing and delivering high-level presentations to internal and external partners including the media.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
