Job Description

The Homelessness Prevention Administration (HPA) Prevention and Housing Assistance (PHA) is currently comprised of the following units -The Rental Assistance Programs (RAP; The Home Tenant-Based Rental Assistance Program (HOME TBRA), and the Office of Prevention and Community Support (PCS). PHA is expanding to include the newly created Master Lease Unit. The Mayor's Blueprint for Housing and Homelessness called for an expansion of HRA's project-based rental assistance contracts, which can provide savings and create more permanent housing options for New Yorkers experiencing homelessness.
Under the direction of the Deputy Commissioner for the Prevention and Housing Assistance with latitude for the exercise of independent judgement. The Executive Director for Prevention and Community Support is accountable and responsible for the developing the Master Lease and Project-based Program to provide long term affordable housing options and support services f r families and adults living in shelters. This new organizational area is an integral part of the Administrations housing goals, and the Human Resources Administration (HRA) is pooling it resources to lead in the City's effort.
The Prevention and Housing Assistance (PHA) is seeking to appoint an Administrative Director of Social Services M III to function as the Executive Director who will:
- Develop and lead implementation of new master lease acquisition projects and directs the long term co tract management, and service coordination for these buildings. The ED direct the development of the master lease pipeline through marketing outreach and promote properly acquisitions and traditional leasing models among provider networks and development community.
- Responsible for Master Lease and Project-based model negotiations with OMB and keeping the Request for Proposal (RFP) updated. Directs the operation of the program, which include contract management - award, procurement, budget negotiations, comptroller registration as well as quality assurance. Oversees program's managerial and supervisory representatives (contract, finance, social service, community relations) who facilitate interagency efforts to ensure capital and contract financing, property inspections and compliance, and subsidy renewals, social benefits, and that emerging implementation concerns are addressed.
- Collaborate with the Agency's program support divisions, including the Agency's Chief Contracting Office (ACCO), Office of Budget Administration (OBA), Office of Financial Service (OFS), and Office of Legal Affairs (OLA) and represents the program's position, inform development and planning and have decision making authority for programmatic and funding requirements related to complex contracting and fiscal actions to ensure compliance with NYC Procurement Policy Board Rules and Agency procedures to facilitate the timely delivery of contracted goods and services.
- Develop data Analysis and Quality Assurance tools for Master Lease and Project-based programs to assist in performance management of our growing multi-million-dollar programs, including developing and preparing weekly, monthly, quarterly and annual reports as well as develop and managing performance matrix. Directs technical assistance and quality assurance activities for Master Lease and Project-based program by exploring, identifying, and applying best practices. Collaborate with IT and other partners to formulate database and reporting system and format to support review and analysis of constituent population service need and programming activities. Lead and facilitate efforts to enhance systems of tracking, communication, and reporting.
- Facilitate development of tools and protocols to provide support, ongoing review and assessment of annual physical inspections, provider performance and invoice management and case related activities and oversight of provider agency programming and contractual require ents. Develop and provide recommendations for policies and procedures specific to Master ease and Project-based programs. Work in conjunction with other Agency divisions to ensure appropriate structures are in place to support contractual requirement and overarching agency and system goals.

ADMINISTRATIVE DIRECTOR OF SOC - 10056
1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or
2. Education and/or experience equivalent to "1" above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level as described in "1" above, as follows:
(A) A master’s degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and/or urban studies may substitute for two years of experience; and/or
(B) Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in “2(A)” above for each year of experience up to a maximum of three years; or
(C) A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.
However, all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in "1" above.
- Experience in managing and directing multiple programs interfacing with high level executives city officials and community leaders. - Knowledge of HRA data and welfare management systems. - Advanced proficiency and knowledge of various systems such as Automated Procurement Tracking (APT), HHS Accelerator, Financial Management System (FMS), PassPort, CARES, Microsoft Excel, Word, Outlook and PowerPoint. - Management experience including delegation, oversight of deadlines and operational systems, including staff supervision. - Ability to assess impact of policies and procedures and plan proactively to ensure systems can efficiently support initiatives. - Strong writing. analytical skills, and ability to develop policy guidelines and best practice models for new initiatives.
