THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $110,000-$133,000.

The Division of Administration provides a wide range of support services throughout the agency to ensure all Divisions receive adequate and efficient support services to carry out their respective missions. The Division works collaboratively with many program areas offering internal resources and support necessary to function efficiently and effectively. The Division employs approximately 290 public employees and provides services in the areas building maintenance, occupational safety and health, operational and administrative support and services, security and transportation.

ACS seeks an outstanding candidate to serve as the Executive Director for Supply Chain Management and Compliance for the Division of Administration. The selected candidate will be an integral member of the Division's leadership team and will provide management oversight of specialized services including procurement, inventory management, and distribution activities in response to the needs of children, youth and/or families served by the Division of Child Protection, the Division of Youth and Family Justice and the Nicholas Scoppetta Children’s Center.

The Executive Director manages a total budget of $15.8 million. The Executive Director supervises the Deputy Executive Director of Specialized Services, Goods and Property Management and will be responsible for the seamless delivery and execution of requests including but not limited to accurate and comprehensive reporting, consistent system maintenance and tracking, and excellent communication. The selected candidate will lead continuous improvement, possess a high orientation for detail, an impeccable sense of professional diplomacy, customer service orientation and be highly experienced in navigating and responding to critical and complex issues in a comprehensive and timely manner.

The responsibilities include but are not limited to:

- Provide program and budget oversight for the supply chain management of goods and services, while ensuring auditing/compliance and regulations standards are met
- Develop, implement, and evaluate tracking systems to enhance the Day Program Ordering Automated System (DOAS), not limited to collaboration with OIT for systems improvement
- Liaise with ACS stake holders, including the Division of Youth and Family Justice, Division of Child Protection borough offices, the Children's Center and Preventive partners, in order to facilitate cooperation/coordinate in the delivery of services and supplies for the children and families ACS serves
- Develop policies, protocols and procedures for the Office of Day Program Services
- Provide ongoing professional development, coaching and supervision to staff and assessing staffing needs.


Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or

2. Education and/or experience equivalent to "1" above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level as described in "1" above, as follows:

(A) A master’s degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and/or urban studies may substitute for two years of experience; and/or

(B) Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in “2(A)” above for each year of experience up to a maximum of three years; or

(C) A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.

However, all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in "1" above.


Preferred Skills

The preferred candidate should possess: - Strong leadership and negotiating skills - Strong management skills and the ability to coordinate with multiple government agencies at the City, State and Federal levels excellent oral and written communication skills - Familiarity with child welfare, child care/early education, and juvenile justice laws, rules and regulations. - Ability to translate complex issues into timely and effective results in various areas including but not limited to administrative services, facilities, human resources and operations - Experience in executing on high impact projects and activities - High orientation for detail, presentation skills and possess a minimum of seven (7) years of experience in budgeting, project management and supervision - Candidates must have the ability to work in a fast-paced environment that is responsible coordinating multiple projects and addressing matters as they arise 24-hours a day/seven days a week - Strong analytic, communication and interpersonal skills and a commitment to cultivating a collegial workplace
