The Executive Director manages payments made to ACS for profit vendors, NYC & NYS government agencies, employees and ACS Foster Care Clients to ensure that they are timely and appropriate. These payments are for all goods, services and real estate related expenditures (including space/property) to ensure that caseworkers are provides with the tools necessary to deliver the critical services needed by ACS clients and families. Some examples of payments include Miscellaneous Preventive Services & Fair Hearings, Other Miscellaneous Payments such as Out-of-Town Travel, Employee Personal Expenses, Miscellaneous Expense Satellite Accounts, Procurement Purchasing Credit Cards (P-cards) and ACS Administrative Contracts and Purchase-Order related payments. This position also coordinates with NYCDOF, Comptroller's, FISA, vendors and ACS Divisions/Unit personnel to ensure all guidelines governing prompt payment and directives are adhered to.

Typical duties include but are not limited to:

- Perform difficult and responsible supervisory/analytic/administrative work to ensure the timely and complete processing of payments for administrative purchase orders and contracts, facilities purchase orders and contracts, the acquisition of goods and services from other city agencies, miscellaneous expenses and procurement purchasing cards
- Utilizes computer systems and programs such as the New York City Financial Management System (FMS), the NYC Procurement and Sourcing Solutions Portal (PASSPort), the New York State Benefits Issuance and Control System (BICS), the U.S. Bank access on-line system for P-card processing, and other internal systems to facilitate work assignments
- Ensures that staff is trained to interpret the Terms & Conditions of related contracts/Purchase orders I order to appropriately review and approve vendor invoices for payment of goods & services provided to the agency
- Ensures compliance during payment processing with procurement Policy Board rules, Prompt payment Guidelines, directives and financial standards stipulated by City oversight entities such as the New York City Comptroller; NYC Department of Finance; and NYC Financial Management System (FMS)
- Develops internal procedures for payment processing and related desk aids to support staff efficiency. Prepares spreadsheets, variance analyses and other detailed payment status reports for executive management as needed to assist with decision making
- Responsible for records management, including scanning and preparing payment files for storage at the ACS warehouse and assisting the ACS Division of Administration with document flow, as needed
- Responds to questions and inquiries from other City Agencies, vendors, program areas, providers & the community and collaborating to resolve payment related issues
- Performs related tasks, as necessary


Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.


Preferred Skills

Administrative Payments staff are required to be proficient with various ACS payment systems tools such as AITPM, PMRS, and FMS3.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
