The Office of Procedures provides the critical link between policy development and worker execution of the agency programs. Up-to-date, well-written procedures, supported with effective training, provide workers with the knowledge and standards required to operate the agency's programs consistently and effectively.
Under the direction of the Deputy Commissioner (DC) in the Office of Procedures, with wide latitude for independent judgment and initiative, the Executive Director (ED) of DSS/ HRA/ DHS Procedures oversees the Office of Procedures, consisting of four (4) units: FIA/OCSS/ IREA; HRA Special Services; DHS/HPA/Fair Fares/Butler Settlement; and Centralized Support Services. The Executive Director is responsible for supervising personnel engaged in creating procedures deliverables, directing the development, and approving all content of procedures for DSS/H RA/DHS. Working closely with Agency executive leadership, the Executive Director is responsible for the delivery of all NYC social services procedures administered by DSS/H RA/DHS (i.e. Fair Hearing, Family Independence Administration, Homelessness Prevention Administration, Office of Child Support Services, HIV/AIDS Services Administration, Medical Assistance Program, etc.
The Office of Policy, Procedures and Training (OPPT) is recruiting for one Administrative Staff Analyst NM III to function as a Executive Director for their Office of Procedures who will:
Serves as the main contact for agency wide plain language requests. Ensures that across DSS/HRA/DHS all client facing documents and information are written in plain language in accordance with Local Law 30 and other litigation settlements even if not generated from the Office of Procedures.
Directs administrative procedural staff in the creation of policies, procedures, forms. desk aides. posters, etc., and coordinates their implementation with the program areas. Serves liaison with all DSS/HRA/DHS program areas, ITS and Consultants ensuring that requests concerning policy or procedural issues are addressed efficiently and effectively.
Reviews procedural documents and related materials approved by subordinates to identify and direct the resolution of inconsistencies. Approves content prior to circulation to agency personnel throughout the Department of Social Services. Directs the posting of documents on the Intranet.
Represents the Deputy Commissioner (DC) in a leadership capacity at executive-level meetings and conferences within the Agency and with government officials. Chairs meeting with peer executives to enhance the development of workflows towards the best means or carrying out procedural changes. Oversees the Office of Procedures in the absence of the DC.
Collaborates with OPPT's Office of Training Operations (OTO) in the development of training programs to deliver DSS/HRA/DHS procedures to a citywide work force. Ensures unit deliverables are clear, concise, and available in sufficient time for training curriculum development. Provides expertise to OTO on procedure interpretation and may conduct presentations and workshops in procedures of great importance and complexity.
Serves as the primary stakeholder and knowledge base for agencywide initiative to upgrade the document creation and storage process, known as Enterprise Document Automation (EDA). This is a large-scale multi-year project to upgrade the way in which the agency handles document creation and generation both for internal as well as client facing documents. Upon project completion, will serve as the program lead for ITS enhancements and developments.
Optimizes resource utilization and assesses productivity of the Senior Directors through written and oral reports from subordinates, regular staff meetings and direct observation. Ensures staff are informed of Agency goals and objectives. Monitors unit’s business practices to make certain all personnel and labor rules and regulations are enforced; the workplace is efficiently organized; resources are properly used and worker efficiency is enabled. Interviews potential new hires and trains senior directors.
Liaises with HRS ensuring that all personnel actions are taken and followed through appropriately. Monitors the budget, vacancies, and overall organization chart for the Office of Procedures
Provides ongoing reports to the Deputy Commissioner and high-level Agency officials on organizational changes, new initiatives, and development within the unit. Provides recommendations to the Deputy Commissioner for the development and formulation of procedures to advance Agency goals and objectives.
Ensures all new staff are trained in plain language requirements. Coordinates with Mayor’s Office for People with Disabilities (MOPD) when necessary, for any updates regarding plain language.
Maintains a high level of expertise in social services policies, procedures and business practices and ensure DSS/HRA/DHS’s staff is knowledgeable of regulations and policies needed to address the inconsistencies in agency practices.
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
- Possess extensive supervisory skills, strong communication and interpersonal skills, demonstrated experience leading teams and project managing. - Possess familiarity and comfort with the Microsoft Office suite and with Adobe products - Working knowledge of DSS/HRA/DHS systems is a plus.
