The Division of Business Services (DBS) is dedicated to helping NYC businesses start, operate, and expand in New York City while leading systemic change to improve the regulatory environment for businesses. The Division is guided by principles of equity, diversity, and inclusion.


Job Description:

NYC BEST (Business Express Service Team) is a dedicated team serving as a single point of contact between City agencies and small businesses opening and operating in the five boroughs. NYC BEST Small Business Advocates and Compliance Advisors provide license, permits, rules and regulation support services to ensure business owners have the necessary tools and information to be successful.

The Executive Director for Government Navigation will oversee the daily operations and program development for NYC BEST programs and services focused on helping operating businesses understand and address regulatory barriers. The Executive Director will be a key internal resource in helping senior leadership support small businesses reduce administrative burdens and streamlining licensing and permitting processes. This position will report to the Assistant Commissioner of Government Navigation and Regulatory Reform.

Specific responsibilities include:

- Oversee the day-to-day operations of the Small Business Advocate and Compliance Advisor teams with the goal of streamlining small business licensing and permitting process and preventing the impact of fees and violations
- Set program goals and ensure quality service delivery for each mentioned program and service
- Develop programs to further support ensuring business owners understand rules and regulations
- Manage budgets and contracted vendors, as needed
- Monitor, track and evaluate performance metrics and data as needed
- Support targeted outreach and marketing efforts to ensure small businesses are accessing SBS services
- Representing the Government Navigation team in agency and divisional strategic planning activities as needed
- Coach, mentor, support, and train NYC BEST staff, as required.


Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.


Preferred Skills

- Minimum of 4 years’ experience working with industry and small business community - Management and leadership, including people management, budgeting, and timeline management - Deep knowledge of New York City regulations and governmental agencies that impact small business operations - Strong analysis, presentation, writing, and communication skills - Analysis, presentation, writing, and communications
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
