Job Description

The New York City Taxi and Limousine Commission (TLC) is the City agency responsible for regulating for-hire transportation in New York City, including taxis, street hail liveries, high-volume for-hire services such as Uber and Lyft, black cars, luxury limousines, livery vehicles, commuter vans, and paratransit vehicles. TLC licenses about 175,000 drivers, 115,000 vehicles, and 1,000 businesses, which together transport nearly a million passengers a day, making TLC the most active for-hire transportation regulatory agency in the world with oversight of a key component of the City’s transportation network. TLC is on the front lines of a rapidly changing mobility landscape and our innovative efforts--whether regulating driver pay, ensuring wheelchair accessibility, working to eliminate traffic fatalities, or reducing vehicle emissions--often serve as a model for other cities.

TLC is seeking an Executive Director for Data Analytics and Engineering to lead the agency’s expanding data team within the Policy Division. TLC receives data for every taxi and for-hire vehicle trip in New York City, including information on passenger wait times, GPS coordinates for pickup and drop-off locations, trip times, passenger costs, and driver pay. Because of how many trips are performed daily in TLC-licensed vehicles and how long TLC has been collecting this data, the number of trips to analyze now measures in the billions, allowing TLC’s Policy Division to be incredibly data driven.

We are seeking an Executive Director for Data Analytics and Engineering, reporting to the Deputy Commissioner for Policy and Community Affairs with full latitude for the exercise independent initiative and judgment, to lead the agency’s data efforts. The Executive Director should be an experienced manager with deep expertise in big data analytics, statistical analysis, and data engineering, particularly using big data to drive decisions in public sector environments. The Executive Director will be the agency expert and representative on all of the agency’s licensee-submitted data and ingestion pipelines, and a creative thinker who can use their organizational and planning skills effectively to develop, manage, and implement strategic projects including by identifying resources, timelines, and roles and responsibilities. The Executive Director should be excited to use their data and management skills to deliver real results for the benefit of New Yorkers and visitors, driving important policy decisions relating to topics as varied as traffic congestion, taxi fare regulation, vehicle electrification and charging infrastructure, traffic safety and Vision Zero, driver pay, and the use of emerging mobility technologies. The Executive Director will oversee: the use of internal and external data sources to tell data stories through data analysis, interactive dashboards, and data visualizations; the design, implementation, and maintenance of scalable data pipelines; the development and application of data validation and documentation; the expansion and use of cutting-edge technologies; and collaboration with other agency divisions including operational divisions and the IT department.

Minimum Qualifications

1. A bachelor’s degree from an accredited college and 4 years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, consultative, or executive capacity or supervising personnel performing activities related to the duties of the position; or

2. A combination of education and/or experience equivalent to "1" above.

However, all candidates must have the 18 months of administrative, managerial, executive, consultative or supervisory experience described in "1" above.


Preferred Skills

A successful candidate will be committed to public service, highly skilled technically, and a thoughtful, solutions-oriented manager and leader, ensuring high-quality work product and professional development among their team. Additionally, the candidate should have: - Expert knowledge and demonstrated experience with SQL, Python, and/or R, geospatial analysis and GIS, and building interactive visualizations and dashboards including with Power BI - Demonstrated experience building data pipelines, automating data processes, and adopting new technologies - Significant experience analyzing data to inform organizational decision-making, especially in government policy settings - Strong verbal and written communication skills, including presenting findings to executive-level staff and external stakeholders - Thorough understanding of statistical methodologies and principles and - Demonstrated managerial experience and effectiveness, including team and project management, the development of short- and long-term plans, setting organizational goals and priorities, and developing high-quality and impactful work product on schedule.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
