The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 9,000 diverse professionals and knowledgeable experts.

The New York City Department of Correction (DOC) has the need for an Executive Director, Fire Safety Response who will report directly to the Deputy Commissioner of Security Operations.
The Executive Director, Fire Safety Response will:
- Oversee the management of the Facility Fire Response Coordinator and the Fire Safety Unit (FSU)
day-to-day operations, administration, and training.
- Oversee the development and execution of a Fire Brigade training program for FSU members to
operate efficiently and safely in the applicable jail setting (i.e. smoke/ confined space conditions,
ICS, SCBA, etc.)
- Liaise with internal facilities and special unit stakeholders as well as external responders
(i.e. FDNY, NYCEM, etc.) in the event of fire and emergency response, preparedness, training and
strategic planning
- Monitor and respond to fire alarms and conduct routine inspections of fire and life safety equipment
and systems as defined by applicable agency directives and industry standards.
- Design and execute effective drills in partnership with DOC Preparedness and Resilience, Special
Operations Division and Facility Operations as well as applicable local FDNY Battalions at DOC
Facilities.
- Abide by but also oversee the development of standard operating procedures and directives to meet the
needs of current facilities and future jail locations for fire and emergency response operations.
- Collaboration with investigative bodies to collect and preserve evidence and support fire investigations.
- Review data provided by staff on the collection on fire statistics for the purpose of managing and
mitigating sources of ignition, and fire risk.


Minimum Qualifications

Qualification Requirements
1. A baccalaureate degree from an accredited college, and four years of full-time experience in corrections, social work, psychology, law, public administration, law enforcement, or a related field providing direct services to an inmate or detention population within a correctional or related facility, at least one (1) year of which must have been in a responsible supervisory, administrative or consultative capacity; or

2. A high school diploma or evidence of having passed a high school equivalency examination and six (6) years of full-time experience as described above; or

3. Education and/or experience equivalent to "1" or "2" above. Service as an inmate in correctional or related facility may be substituted for a portion of the required experience up to a maximum of two years on a year for year basis. A graduate degree from an accredited college or university with a major in social work, psychology, law, criminal justice or public administration which includes a field placement performing duties as described above, may be substituted for up to one year of full-time experience as described in "1" above. However, all candidates must have at least two years of full-time experience as described in "1" above, at least one year of which must have been in a supervisory, administrative or consultative capacity.


Preferred Skills

- Experience in firefighting services of which some experience must have been in a supervisory or administrative capacity. - Experience responding to fires in the jail or prison setting, coordinating emergency and disaster response in an urban environment. - Experience/credentials operating or leading in the Incident Command System (ICS) operations and planning functions - Knowledge of fire cause/determination investigation techniques. - Excellent interpersonal, organizational, research, and analytical skills. - Excellent written and communication skills. - Ability to work on multiple priority projects. - Team player and ability to work in a fast-paced environment.
