JOB DESCRIPTION:
The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations, and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.
Under the direction of the Assistant Commissioner, Facilities Management Division, the Executive Director, Facilities Management Division will be responsible for the management control over the: 1) Building Maintenance Section, responsible for the maintenance, repair and renovation of all Police Department structures, facilities and buildings, as necessary, 2) the Campus Management Section, responsible for operating large Police facilities such as Police Headquarters and the Police Academy and handing all mail distribution throughout the Department, 3) the Custodial Services Section, responsible for overseeing all custodial personnel, performing periodic inspections of facilities to evaluate custodial personnel, and management of the citywide Clean Teams and 4) the operations of Architecture & Engineering Services Section, the Facilities Management Sections, and Safety & Compliance.
The Executive Director will oversee the staff responsible for uniformity and consistency on construction estimates, design drawings, project programs and planning: develop and implement standards for estimates, scoping documents, drawing standards and details; oversee ADA, Energy and Environmental compliance on all projects for the New York City Police Department and provide assistance with filing applications, plans, permits and resolving violations with DOB and other city agencies.

1. Eight years of full-time experience in construction, repair, alteration and/or rehabilitation of multiple dwellings, commercial, industrial or public buildings in the capacity of general contractor, superintendent of construction, procurement specialist, evaluator responsible for cost estimation, or as a field supervisor or as an inspector, at least 18 months of which must have been in a supervisory or administrative capacity involving responsibility for a large number of buildings; or
2. Education and/or experience which is equivalent to "1" above. Education in an accredited college leading toward a baccalaureate degree in engineering, architecture, engineering technology or a closely related field will be accepted on a year-for-year basis up to a maximum of four years. However, all candidates must possess at least 18 months of the specialized supervisory or administrative experience described in "1" above.
Preferred skills include: In-depth knowledge and experience of design, construction, project management and capital product delivery, high-level functional / technical knowledge and skills working in a large organization, public utility of facility strong organization and project management skills ability to manage multiple tasks experience working with and managing complex systems across large numbers of stakeholders advanced knowledge of general management, project management, personnel management, and supervisory techniques and principles strong written and verbal communications skills strong customer service orientation and attention to detail strong organizational skills, computer skills (Excel, Word, PowerPoint, Adobe Pro), and writing skills ability to adapt quickly to new technology strong quantitative and qualitative analytical skills experience and knowledge of NYC construction budgeting and procurement. Prefer candidates who possess a Professional Engineer License valid in New York State.
