The Office of Audit Services (OAS) serves as liaison to external oversight and audit policy entities, promulgating standards for compliance and controls, working to avoid or minimize dollar losses arising out of deferrals, sanctions, or disallowances.

The External Audit Facilitation Team (EAFT), a component within the Office of Audit Services has the overall responsibility for managing the external audit process, the development of the Agency's audit response, the preparation of the corrective action plan, as related to specific audit findings, and follow up to ensure all corrective action plans are implemented. This unit also monitors existing audits to ensure that the Agency's interests are best served.

OAS is recruiting for one (1) Admin Staff Analyst NM III to function as Executive Director of the External Audit Facilitation Team who will:

- Oversee the coordination of external audits conducted by groups of external auditors from City, State, and Federal oversight agencies. Interact and liaise with external auditors from the Office of the State Comptroller (OSC), the New York City Comptroller (NYCC), various staff from auditing entities in the federal government, state government, and city government.

- Manage and coordinate the operations and staff of the Bureau to ensure that external audits are conducted in a professional manner and that external auditors adhere to the scope of the audit.

- Ensure that audit notifications, supporting documentation and documents are indexed and archived electronically.

- Provide regular updates to the Mayor's Office of Operations and Agency stakeholders regarding audit status.

- Plan and develop audit strategies to ensure the integrity of the information presented in the audit and audits are fair and reasonable in order to mitigate the risks of funding, disallowances, and negative compliance findings.

- Advise the OAS Assistant Deputy Commissioner, Office of Audit Services and Quality Assurance (OAQA) Deputy Commissioner, DSS Chief Accountability Officer, other Program Chiefs, the ACCO, and the Agency’s senior leadership on best approaches to proceed with an Agency response to an audit.

- Develop critical, time-sensitive, and sometimes public responses to audits and corrective action plans; manage and monitor recommended corrective action plans (CAPs) to ensure that they are timely and appropriate and work towards ameliorating the issues identified during the audit.

- Direct all phases of the external audit process, including the entrance conference, fieldwork, review of preliminary findings, exit conference, and Agency response and follow up to the CAP. Ensure the CAP responses are thorough, specific to external audit findings, and adhere to the outline templates which are often provided by auditors.

- Meet with and prepares Agency programs that are being audited by external entities to ensure they clearly understand the audit scope and are responsive to the requested information. Establish and develop office quality control mechanisms and procedures as needed to meet Agency guidelines and to ensure appropriateness and public nature of the response.


Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
