The Contract Monitoring Office is an independent oversight mechanism that is responsible for effectively evaluating and monitoring performance by HRA's contract administrators. Their purpose is to enhance efficiency, ensure accountability and inject objectivity into the contract monitoring process.
The Contract Monitoring Office is recruiting for (1) Administrative Contract Specialist M3 to function as an Executive Director, who will:
- Direct the operations of the Contract Monitoring Office and directly supervises the Contract Monitoring Directors who serve as the dedicated contract monitoring liaisons for their specific program areas, by shaping and driving strategic contract monitoring processes to develop high value capabilities throughout the department. Set goals and ensure that projects are completed timely. Identify and integrate proven contract monitoring strategies that will improve staff and management morale leading to a more satisfied and productive workforce. Drive, plans and implements individual and team efforts necessary to achieve business goals by using consultative approach in the coaching of subordinate staff, team building, employee development and employee relations.
- Develop, implement and evaluate an agency-wide plan for improving and standardizing contract monitoring, both fiscal and qualitative, in order to increase the efficiency and effectiveness of the contract monitoring process across all HRA program areas. Use proven methodology to customize and implement "nationwide" best-practices in the development of contracting monitoring frameworks, systems, process and documentation to ensure contract monitoring consistency across the agency as well compliance with service standards, contract terms, conditions and specifications, as well as any applicable rules and regulations. Provide input and legal advice for written procedures concerning contracts, in order to meet agency, state, and city objectives.
- Liaise with relevant departments to ensure that where legal risks have been identified, appropriate courses of action have been taken. Provide legal protection and risk management advice to management on contract management. Assess legal implications that need to be brought to Executive management and/or the Office of Legal Affairs.
- Liaise with and ensure effective working partnerships with program areas as well as other internal ad external stakeholders (e.g. vendors, the ACCO, Finance, Legal) in relation to contract monitoring activities. Collect agency-wide information regarding vendor performance and ensure that contract concerns are shared with all relevant program areas and actioned in a timely and efficient manner, in accordance with prescribed policies and procedures. Work with program areas to gather statistical data. Assist program areas in the design of new evaluation and monitoring tools and provides support to program staff in the effective use of those tools.
- Monitor and report on agency contract compliance. Review reports containing information as to the policies, programs and statistics of contractors and vendors. Oversee the vendor evaluations process to ensure consistency and accuracy and monitoring corrective actions plans. Ensure robust auditable contract monitoring controls are included prior to contract approval and regularly reviewed to ensure that contracted services meet agreed upon standards.
- Analyze various trends and practices to determine corrective actions and develop new strategies and techniques to solve long-standing and recent problems. Regularly update the Assistant Deputy Commissioner of the Compliance and Contract Monitoring (CCM) Unit of any contract monitoring issues, potential non-compliance and other problems that could have an adverse impact to the agency. Prepare an annual Contract Monitoring Report which will provide guidance to the program areas and serve as a tool for assessing the fiscal and programmatic accountability of HRA vendors.
- Participate in wider organizational planning and in organization-wide projects as directed by senior management. Manage and attend meetings as necessary and required in relation to contract monitoring activity across the agency. Prepare reports as required and assists in the compilation and analysis of complex information. Engage staff and management at all levels in identifying pain-points and making systemic changes that will improve operations and ensure applicable policies and practices. Attend conferences and seminars regarding city, state and federal regulations concerning social service programs as well as other professional gatherings in order to stay abreast of new trends and innovations in the field of contract monitoring.
1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or
2. A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or
3. A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above.
- Experience working with Contracts/Contracted Vendors - Experience working with all levels of staff and spearheading projects individually - Excellent written and verbal communication skills - Strong aptitude for research, due diligence and attention to detail, to ensure accuracy of work product - Demonstrated ability to multitask, set priorities and work quickly, efficiently and independently, without sacrificing quality - Problem solving skills and ability to resolve issues in a diplomatic and expedient fashion.
