The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
HRA/General Support Services (GSS) provides safe, healthy, and appropriate facilities for HRA’s various social service programs. Its many functions include facilities planning and coordination, design and construction, renovation, repair and maintenance, custodial and other building services, health/safety program coordination, lease and property management, land use and environmental review activities, contract administration for facilities services, and warehouse operations. GSS plays a major role in HRA emergency preparedness.
General Support Services (GSS), Facilities Operations (FO), Bureau of Construction and Building Maintenance (BCBM) is recruiting for one (1) Administrative Supervisor of Building Maintenance M III to function as an Executive Director, Bureau of Construction & Building Maintenance, who will:
- Administer all aspects of building construction, renovation/rehabilitation, and repair and maintenance; and the operation, repairs, and maintenance of heating, ventilation, and air conditioning equipment at HRA facilities, by setting priorities and timetables for work completion, to ensure that all HRA facilities provide adequate accommodation for staff and clients.
- Manage a diverse workforce (including tradesmen, laborers, HVAC, and administration personnel) in over 20 different civil service titles by establishing goals, developing controls, and monitoring progress of all work performed by these staff.
- Represent BCBM at meetings with internal and external stakeholders, submitting comprehensive proposals for construction and maintenance work, proactively articulate the department's needs, objectives, and requirements, effectively advocating for resources, approvals, and support for construction and maintenance projects.
- Develop and enforce policies for construction, renovation, and maintenance work, ensuring compliance with regulations and meeting Agency needs.
- Coordinate activities of all BCBM personnel, ensuring construction, renovation/rehabilitation, and repair and maintenance work is accomplished in an efficient and timely manner.
- Provide overall direction to the HVAC Unit by determining operating criteria, buildings to be serviced, and workforce needs for heating, ventilation, and air conditioning services required.
- Determine required project activities, staff, resources, and contacts with internal and external stakeholders as necessary to accomplish objective set forth by the First Assistant Deputy Commissioner of Facilities Operations.
- Coordinate, prepare, and submit budget, performance, and other mandated reports related to area needs/activities and Agency objectives, highlighting accomplishments, particularly those related to Mayoral and Commissioner’s initiatives as required.
- Provide direction to highly skilled professionals and administrative staff, evaluate performance, and determine/provide appropriate training, to maximize the effectiveness of in-house staff in addressing HRA requirements for building construction, renovation/rehabilitation, and repair and maintenance.
- Establish performance indicators and standards and reviews performance statistics, to determine if planned service levels for all area functions have been achieved, taking necessary corrective action to ensure acceptable levels.
- Establish timeframes and cost schedules with consideration for the scope and significance of projects, availability of budgeted funds, and other factors relevant to appropriate scheduling and development of projects.
- Coordinate with all other units within General Support Services by ensuring information flows smoothly between departments, facilitating the exchange of relevant data, updates, and requirements. As necessary, organize regular meetings, disseminate important communications, and serve as a point of contact for inquiries and coordination efforts.
- Ensure accountability for all trade and HVAC work through careful review and monitoring of regularly generated work reports, which document tasks completed, resources utilized, and any issues or discrepancies encountered.
- Be responsible for coordinating vehicle assignments, scheduling maintenance and repairs, and tracking usage to optimize BCBM fleet utilization and efficiency.
1. Eight years of full-time experience in construction, repair, alteration and/or rehabilitation of multiple dwellings, commercial, industrial or public buildings in the capacity of general contractor, superintendent of construction, procurement specialist, evaluator responsible for cost estimation, or as a field supervisor or as an inspector, at least 18 months of which must have been in a supervisory or administrative capacity involving responsibility for a large number of buildings; or
2. Education and/or experience which is equivalent to "1" above. Education in an accredited college leading toward a baccalaureate degree in engineering, architecture, engineering technology or a closely related field will be accepted on a year-for-year basis up to a maximum of four years. However, all candidates must possess at least 18 months of the specialized supervisory or administrative experience described in "1" above.
- In-depth understanding of construction procedures and material & project management principles. - Knowledge of local construction regulations, permits, and approval processes. - Working knowledge of design, construction, cost estimating and project management software such as MS Project, Bluebeam Revu, RS Means, etc. - Proficient with Microsoft Office Suite or related software as needed to maintain reports, records, and budgets. - Exceptional organization and leadership abilities. - Excellent verbal and written communications skills - Experience mentoring others, developing project and people management skills, and encouraging collaboration and cohesive teamwork. - Strategic and Analytical thinking. - Ability to prioritize tasks and delegate when appropriate. - Competent in conflict and crisis management. - Critical-thinker and problem-solver. - Commitment to teamwork and an integrated approach to project delivery.
