Business Process Innovation & Design (BPI) is responsible for solutions of Agency systems and business practices. BPI oversees the change management effort to implement new business processes and Agency operations. They manage several large-scale projects with the focus on modernizing agency business processes, while improving efficiency and enhancing program integrity.
BPI is recruiting for (1) one Administrative Staff Analyst NM III, to function as an Executive Director of BPI, who will:
- Function in the capacity as the Deputy to the Deputy Commissioner and is responsible for the day-to-day operations of the office. Execute full decision-making authority on behalf of BPI when the Deputy Commissioner is unavailable. Collaborate closely with the Deputy Commissioner with establishing the unit's goals. Conceptualize and provide vision for BPl & D's agenda to support the Agency's mission and to enhance the effectiveness and/or efficiency of various program redesign and new initiatives that include large scale social service integration business process improvement initiatives. Direct the preparation of external Steering Committee materials and internal weekly office status meetings.
- Develop business solutions and strategies for existing systems and business practices (in collaboration with Agency-wide leadership). Identify areas which will benefit from automation and provide solutions which re-engineer current business processes and integrate them into new customer friendly automated models. Analyze and forecast current and future needs to ensure that business solutions and processes are developed cooperatively (across all program areas) and serve all end user needs. Lead and direct certain agency-wide reengineering efforts. Ensure that systems provide useful and meaningful data to all end user groups. Oversee the change management effort to move workforce and processes to the envisioned future state. Provide technical guidance to executive level personnel within DSS that can be utilized to enhance processes.
- Initiate and direct change management efforts for the first phase of application design projects in order to address operational deficiencies. Plan and coordinate strategic development of such projects and systems working with Agency-wide leadership and Intra Agency Steering Committee. Identify which areas need change and will benefit from process and technology re-engineering. Facilitate and enable change with process and technology re-engineering. Empower change by removing obstacles. Enable constructive feedback and support from leaders in affected areas within and outside of the agency. Develop and implement DSS pilots for the testing of systems innovations. Address any issues that may arise. Ensure that the stakeholders remain committed to the change effort.
- Manage the User Acceptance testing process. Create monitoring tools and project plans for testing process and follow up. Develop timelines and other materials for project monitoring, evaluation and project goal target. Review, interpret and provide feedback on progress. Make recommendations to Business Process Innovation Projects Director. Meet with users involved in process to assess their experience using self-developed tracking and evaluation materials.
- Facilitate multiple large-scale projects. Accountable for overall project goals and deliverables for groups of technical and analytical staff working on projects for a specific process. Responsible for overall project management activities, including management of vendors. Ensure such projects are developed on time and to specifications. Utilize detailed knowledge of the various business areas and an understanding of systems to forward systems development. Provide revised business processes which optimize opportunities for efficiency among systems and the further automation of key processes.
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
- Excellent leadership skills including the ability to develop and communicate a vision that aligns with the overall business strategies to modernize the service delivery model of the Department of Social Services. - Experience leading complex service delivery redesign initiatives with new technology solutions across multiple departments. - Ability to build partnerships with the business and demonstrate the value to executive staff, program staff, public end users, and external stakeholders of new IT solutions. - Excellent analytical, strategic conceptual thinking, planning, and execution skills. - Excellent verbal and written communication skills, including the ability to explain technical concepts and technologies to business leaders and business concepts to the IT workforce.
