THE PROGRAM IS POSTING WITH SEVERAL COMMON TITLES: ASSOCIATE STAFF ANALYST, CUSTOMER INFORMATION REPRESENTATIVE AND ASSOCIATE QUALITY ASSURANCE SPECIALIST. The mission of the Bureau of Hepatitis, HIV and STI (BHHS) is to prevent new infections and reduce morbidity and mortality among HIV-infected persons. The mission of the Administration Unit of the Bureau is to provide administrative support and coordination in the areas of contract administration; procurement; human resources management; fiscal administration; and contracts management to enable the program areas (Prevention; Care, Treatment & Housing; and the Bureau of Alcohol, Drug Use & Prevention Care, and treatment) to function effectively and efficiently. eSHARE is web-based, permitting enhanced information sharing between programs within agencies and real-time access to demographic, services, and outcomes data at the Department of Health & Mental Hygiene (DOHMH). With eSHARE, the BHHS has the greater ability to: 1) evaluate program impact; 2) monitor service delivery according to standards of care; 3) track clients across Ryan White Part A and Prevention programs; 4) match clients with BHHS’HIV registry for merged analyses with surveillance data; and 5) de-duplicate clients across programs. You will continuously address the quality of the eSHARE application from a front-end perspective. You will work to enhance the quality of the system’s functions and proactively evaluate application readiness when changes and improvements are developed for release to the user community. eSHARE is a system used by both external HIV services providers and internal program representatives. Users fit into both categories.

Duties include but not limited to:
Research the current market for similar products being used and analyze results to provide a benchmark for the most effective product features. Write reports detailing the differences between the products researched to determine how eSHARE may be improved to compete with or gain a competitive advantage. Share this information with the Director and eSHARE IT Project Manager.
Design and implement test plans for eSHARE based on knowledge gained through using the system.
Research and communicate quantitative and qualitative findings from test results to the eSHARE Director & development team. Present results information gathered via the eSHARE QA test plan to the Director and IT Project Manager and\or the eSHARE Development team.
Develop procedures and scenarios for quality control and implement any corrective measures. Share the procedures with the eSHARE Operations Manager for implementation in eSHARE Operations.
Review existing Business Requirements Documents (BRDs) to discover missing requirements and discover new possibilities.
Write new BRDs as required and update existing BRDs based upon interviews conducted with HIV program managers and Research and Evaluation personnel who set the business requirements. For existing BRDs, review the documents to be found on SharePoint and determine whether the current operating environment matches the narratives. If. not, bring the narrative up to date so the BRD and the current application process matches.
Validate that the eSHARE system functions are achieved during the QA testing process, based on a continuous review of Business Requirement Documents (BRDs), and change specification written by HIV program Research and Evaluation Specialist who develop the specifications for eSHARE.
Ensure that each product release satisfies the product requirements and meet internal and external end-user expectations.
Collaborate with eSHARE Technical Assistants (T\As) to assist with verifying reported defects by ensuring an understanding of the users’ process through discussions with users and T\A and duplicating or replicating the actions on the eSHARE Quality Assurance system and in eSHARE production utilizing the resident production test agency.
Produce user surveys to gauge user satisfaction and solicit ideas for system enhancement. Present the results of the survey to interested parties.
Cross train to back up the eSHARE Technical Assistant position.
Other duties may be assigned on an as needed basis.

Minimum Qualifications

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.


Preferred Skills

Knowledge of HIV services Ability to handle multiple and diverse assignments and priorities. Experience working with professional staff. Ability to manage multiple projects such as coordination of meetings, development of policies and procedures, and diplomatic ability to navigate around and through institutions with different needs. SQL queries desired but not required. Ability to research and troubleshoot issues received in response to requests for assistance from a wide base of software users with various levels of experience. If preferred skills are not present the desire and ability to learn stated skills is paramount.
