The Office of Research and Policy Innovation (ORPI) brings together four units that provide critical policy related information through scientific research and evaluation methods to agency leadership. ORPI also supports a broad network of homeless services providers, as the official NYC government partner for federal Housing and Urban Development (HUD) grants. Housed within ORPI, Federal Homeless Policy and Reporting (FHPR) directs the NYC Continuum of Care (CoC) and administers HUD Emergency Solutions Grant (ESG) for New York City. ESG is a formula grant of $14.7M used to support emergency shelter and services, outreach, and homelessness prevention activities.
The Program Performance and Financial Management is recruiting for one (1) City Research Scientist II to work for the Office of Research and Policy Innovation (ORPI). The City Research Scientist II will serve as the ESG Project Manager reporting to the Continuum of Care Executive Director within FHPR. The ESG Project Manager will serve as the point staff for all ESG activities within FHPR, including development of ESG portions of the HUD Consolidated Plan, internal grant management, and compliance and monitoring of ESG funded services and eligible activities.
ESG Program Manager will:
- Lead development of ESG specific content for the HUD Consolidated Plan, including the Annual Action Plan (AAP), Five-Year Consolidated Strategic Plan, and Consolidated Annual Performance Evaluation Report (CAPER). In doing so, the Project Manager will work collaboratively with DHS Program staff on content and performance goals, guide the internal review and sign off by agency leadership, and maintain regular coordination with the Mayor’s Office of Operations.
- Work with recipients of ESG funds including DHS shelter, street solutions and outreach, and HRA homeless prevention staff to ensure contracted providers maintain compliance with ESG regulations.
- Monitor ESG program performance, compliance with HUD budgeting requirements and data standards, local data quality requirements, and implement strategies for improvement. As necessary, coordinate with internal partners to respond to HUD Monitoring activities
- Serve as FHPR point of contact for agency finance and budgeting partners to ensure ESG funding is managed according to HUD grant-based accounting principles. Maintain all required information in the HUD Integrated Disbursement and Information System (IDIS) and the Sage HMIS Reporting Repository (SAGE) for performance reporting. Track ESG expenditures and drawdowns and convene partners as necessary to ensure timely and accurate administration of the ESG funds.
- Develop and give presentations on ESG to agency and city partners as part of the Consolidated Plan efforts as well as provide periodic ESG updates to the wider Continuum of Care stakeholder community through public meetings and with the Steering Committee.
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
- Prior grant administration experience, specific experience with government grants/contracts preferred - Proficiency in Excel and demonstrated ability to learn new systems for data tracking and reporting - Strong project management skills attention to detail, highly organized and comfortable spearheading conversations with diverse stakeholders - Awareness of homeless services system, including Continuum of Care and Emergency Solutions Grant programs, a strong plus - Ability to work under tight deadlines, cultivate and maintain effective working relationships with internal and external partners
