We serve as the population health strategist, and policy, and planning authority for the City of New York, while also having a vast impact on national and international public policy, including programs and services focused on food and nutrition, anti-tobacco support, chronic disease prevention, HIV/AIDS treatment, family and child health, environmental health, mental health, and racial and social justice work, among others.

Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

PROGRAM AND JOB DESCRIPTION:

CHECW seeks to eliminate racial and other inequities resulting in premature mortality. With an unwavering grounding in history and structural analysis, CHECW works to increase visibility of the harm perpetuated by centuries of racist, socially unjust policy while pushing towards redress for the most impacted NYC communities. CHECW addresses inequity across community and healthcare systems in partnership with community, faith-based, and health care organizations. CHECW's work focuses on social determinants of health, including environmental and commercial determinants, and addresses both upstream and downstream factors to improve health and well-being of New Yorkers. CHECW is a division of the NYC Department of Health and Mental Hygiene. CHECW is comprised of the Bureau of Brooklyn Neighborhood Health, the Bureau of Bronx Neighborhood Health, the Bureau of Harlem Neighborhood Health, the Bureau of Chronic Disease Prevention, the Bureau of Health Equity Capacity Building, the Bureau of Equitable Health Systems and the Bureau of Finance, Administration, and Services. This position will support a growing team managing the coordination and implementation of multiple grant programs focused on addressing health inequities exacerbated by the COVID-19 pandemic through partnerships with key community-based organizations in priority neighborhoods. Summary of Position: DOHMH has an opening for an Equity Program Analyst. Reporting to the Executive Director of COVID Equity , this position will support implementation of key activities and reporting within Public Health Partners Connect (PHPC), the Health Department's Salesforce tool.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
1. Build and maintain data systems to collect and measure key performance indicators across all community-based partners.
2. Oversee management of Public Health Partners Connect (PHPC), a Salesforce database
3. Serve as bureau liaison for PHPC to train users, approve access for both DOHMH staff and Community based partners
4. Ensure accuracy of data and reconcile records within the PHPC database.
5. Create graphics, tables, and slides. Effectively present and interpret data findings verbally, in writing and in graphical format to internal and external stakeholders.
6. Respond rapidly and accurately to internal and external requests for data. Produce regular and ad-hoc reporting requests for the Bureau, Division and Agency Leadership as needed.
7. Train program staff and partners on data input and reporting systems.
8. Support data analysts across the bureau to ensure coordination in data management and reporting.
9. Conduct literature reviews to inform research questions, analysis design and outcome measures.
10. Collaborate with other research, surveillance, and evaluation staff.
11. Conduct special projects and perform other duties as assigned
12. Incorporate an equity lens throughout all aspects of work.


Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

Experience with creation of reports and dashboards in Salesforce. Ability to create technical workflows and processes specifically for Salesforce users. Can quickly learn the functions of Salesforce instance and willing to be the main technical point of contact regarding use of Salesforce for partner management . Experienced in creating user guides, training materials and conducting trainings to internal and external audiences. Some admin experience in Salesforce is preferred. Previous experience working in fields related to data reporting, analysis, and assessment for a minimum two years. The ideal candidate for this position must be a pro-active and self-motivated individual with the ability to work in teams and in a highly dynamic environment with multiple stakeholders and timelines. Additional Desired Qualities: Experience with stakeholder engagement and project management. Excellent communication (verbal & written) and interpersonal skills. Strong analytical skills and ability to manage and report complex information. Experience with data collection, analysis, and interpretation. Desire to grow professionally, develop new skills and willingness to work outside of comfort zone. Experience working with the public health sector and coordinating projects involving multiple stakeholders. Ability to prioritize and work in fast-paced environment with hard deadlines. Fluency in Microsoft Word, Excel, Outlook, and PowerPoint.
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
