Environment and Planning division aims to protect, restore, and expand New York City Parks including green spaces and natural areas to maximize their benefits for environmental and community health and resilience. The Natural Resources Group’s mission is to protect, restore, expand, and manage New York City’s over 12,000 acres of natural spaces and green infrastructure across the five boroughs, including forests, grasslands, and wetlands.
Major Responsibilities
- Under general supervision, with latitude for independent initiative and judgment, coordinate environmental review and permitting and provide design, and planning support for the restoration and management of natural resources on parkland.
- Provide expertise and organization in assuring compliance with wetlands, stormwater management, and other environmental regulations and restoration performance standards.
- Prepare and review wetland and stormwater permit applications for state and federal regulatory agencies, as well as city and state environmental quality review, site management plans, and sediment and erosion control plans.
- Coordinate with other city, state, and federal regulatory agencies to meet regulatory requirements. Serve as primary point of contact between Environment and Planning and state and federal regulators.
- Support field work, including site inspections, wetland delineations, and ecological monitoring to assess performance of restoration and management projects.
- Facilitate projects by partner organizations on parkland, including monitoring and permitting support.
- Manage a variety of ecological restoration or monitoring and assessment projects as needed.
- Prepare maps, figures, and final reports to submit to the public, funders, collaborators, and regulatory agencies.
- Use software, such as ArcGIS/ArcPro, and Microsoft Office to map and visualize data.

MOVEMENT IN THE FACE OF CIVIL SERVICE LISTS IS PROHIBITED UNDER CIVIL SERVICE LAW.
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
1. Masters or Bachelor’s degree in environmental science, ecology, planning or related field. 2. A least one year of demonstrated experience with wetlands mitigation, policy and/or ecology. 3. Excellent administrative, organization, analytical, and writing skills. Excellent attention to detail and follow-up. 4. Excellent inter-personal skills, including the ability to work independently and part of interdisciplinary teams. 5. Demonstrated experience preparing environmental review documents, permit applications, and/or reports for compliance. 6. Experience reviewing and evaluating construction plans and specifications. 7. Valid New York State Driver License.
