Job Description

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water and Sewer Operations (BWSO) is seeking to hire an Environmental Engineer within the Division of Capital Program Management (CPM). This section is responsible for planning and management of capital projects to improve construction or rehabilitation of water and sewer systems and capital and expense funded projects for BWSO assets, which include pump stations, repair yards, shafts, and other BWSO facilities. Planning responsibilities include assessing new project needs with Operations and developing project scopes of work, schedule, and cost, as well as requesting and securing funds for providing the required engineering services. Project management responsibilities include working with various project stakeholders such as BWSO Operations, DDC, other DEP bureaus and city, state and Federal agencies, consultants, and contractors during different phases of project delivery, and approving milestone documents from the conceptual stage to close-out phase and ensuring that every project goal is met and in compliance with Operational needs and applicable code and standard requirements.
a. Developing Project Initiation documents, track and manage capital projects, review proposals ad change orders, review design drawings and specifications.
b. Facilitating internal and external collaborations involving research and development that would benefit the bureau. Sub tasks include
- Coordinating review and revisions of Specifications, Standard Drawings and Details with Field Operations, Distribution Operations, Shaft Maintenance and collaborating with DDC to make the proper changes and publish the Specifications and Standard Drawings accordingly.
- Managing and tracking the flow of information between the section and internal and external stakeholders
- Acting as liaison between outside agencies e.g. DDC and other bureaus, e.g. BWS, BEDC, BEPA, etc.
c. Attending and participating in conferences and workshops
d. Scheduling and preparing meeting agendas and meeting minutes
e. Preparing memoranda, presentations, and reports for Capital projects and/or R&D projects
f. Advising and making recommendations to Operations in formulating project needs, options, and consequences, assuring that functional requirements are adequately articulated and that proposed projects fulfill these requirements.
g. Assisting Operations in developing scope of project, drawing upon consultants or in-house staff technical support to develop conceptual estimates and schedules.

Minimum Qualifications

1. A valid New York State Professional Engineer License and four years of full-time experience in environmental engineering. A master's degree in environmental engineering from an accredited college will be accepted as equivalent to one year of the
full-time experience in environmental engineering.

SPECIAL NOTE:
In addition to above qualification requirements, to be eligible for placement in Assignment Level II or III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.


Preferred Skills

- Must have a valid New York State Drivers License - A master’s degree in environmental engineering, mechanical engineering or chemical engineering from an accredited college or university and minimum three (3) years of full-time, satisfactory experience in engineering design or managing infrastructure or facility design or construction projects or - A baccalaureate degree from an accredited college or university in environmental, mechanical, and chemical engineering with minimum four (4) years of full-time, satisfactory experience in engineering design or managing infrastructure or facility design or construction projects. - Candidates must be able to demonstrate critical thinking skills and effective project management skills - Excellent oral and written communication skills, ability to meet deadlines, prioritize and an ability to be flexible in assignment of work responsibilities - Ability to research, analyze, and report on technical issues under direction - Knowledge of Microsoft Office Suite products (Word, Excel, etc.), AutoCAD, GIS and PowerPoint

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
